He acts as a mentor and guardian to the young hero Barnaby Brooks Jr., having taken the orphaned boy under his wing after the tragic murder of his parents. Maverick is a calm and strategic thinker, frequently offering sound advice to the city's mayor and managing crises with a steady hand. He appears genuinely dedicated to the heroes and to the prosperity of Sternbild, earning the trust and respect of nearly everyone around him.

However, this public persona is a complete fabrication. Beneath his gentle exterior lies a ruthless, calculating, and deeply manipulative individual. Maverick is the true antagonist of the series, driven by a desire for control and an obsession with maintaining the success and ratings of Hero TV, regardless of the cost. His primary motivation is to preserve the system he created and to eliminate any obstacle that threatens his power or his reputation as the savior of heroes. He believes that his actions are justified, as he convinced himself that staging crimes and creating despair is necessary for justice to shine and for the public to accept NEXTs.

The most significant revelation about Maverick is that he is the one who murdered Barnaby's parents. They were his closest friends and key supporters who helped develop the hero suits. When they discovered that Maverick was secretly collaborating with the criminal organization Ouroboros to stage flashy crimes for better television ratings, he killed them to silence them. He then used his NEXT power, Memory Implantation, to alter the young Barnaby's memories, replacing himself with a different culprit and taking on the role of the boy's guardian. He raised Barnaby specifically to become a hero, using him as a pawn to further his own agenda.

Maverick's key relationships are built on deception. His relationship with Barnaby is the central example of his manipulation, as he feigns paternal affection while hiding the truth of his betrayal. He views the other heroes as disposable tools for his show. Kaburagi, and even plotting to have Kotetsu framed for murder to protect his secret. When his plans ultimately fail, he chooses to erase his own memories to prevent the secrets of Ouroboros from being exposed, leaving himself in a blank, mindless state.

In terms of abilities, Maverick is not a physical fighter. His power as a NEXT is Memory Implantation, which allows him to overwrite or implant false memories into a person's mind by touching them. He typically uses a special pen that emits a drug to render his targets unconscious or compliant before using his power.
