Parfet Balblair is a supporting character in the anime Vandread: The Second Stage. She is the chief engineer of the Nirvana, the ship on which the main crew travels. She is an eighteen-year-old member of the Mejeer pirate group, with brown hair worn in two large pigtails and big, round, thick glasses that usually hide her eyes, as she is quite nearsighted. Although her appearance is somewhat bookish and she typically wears large work clothes because she spends her days tinkering with machinery, she has a conventionally attractive appearance beneath the glasses.

In terms of personality, Parfet is cheerful, friendly, and easygoing, and she strongly dislikes confrontation. She is one of the most approachable members of the crew and is notably unusual among the Mejeer pirates in that she harbors no hostility toward men; in fact, she is among those who get along best with the male crew members. She holds a personal philosophy that all moving things are living things, and she cares deeply for machines and treats them with affection. She is also highly supportive of others, particularly of Dita's feelings for Hibiki.

Her central motivation is her work. She spends most of her time monitoring the ship's engines and the Paeksys, the mysterious energy source that powers the vessel, and she takes great pride in keeping the Nirvana running. She is a gifted inventor and mechanic who can fix almost anything, and she often devises new gadgets and improvements for the crew on special occasions. Her inventions are not always successful, however, and even she struggles at times to control the unpredictable Paeksys. Despite these occasional failures, she shows great persistence, as seen when she worked hard to get a snow machine working for everyone at Christmas.

Within the story, Parfet serves a practical role as the engineer who maintains the ship during the crew's long journey in the Second Stage, and her technical knowledge proves important to the group's survival. Her most significant relationship is with Duelo, the ship's doctor. From early on, the two are partnered together while caring for a common patient, and as the series progresses they become very close. By the end of the story, their bond has developed into a mutual attraction; Parfet shows a jealous side when Jura accidentally grabs Duelo while diving for Hibiki. Over the course of the series, Parfet's development is largely centered on this growing closeness with Duelo, alongside her steady, dependable presence as the crew's engineer. Her notable abilities lie in her mechanical skill and inventiveness, her ability to fix nearly anything, and her patient dedication to the machines and systems that keep the Nirvana operational.
