The Puppet Master, also known by its project designation 2501, is an artificial intelligence program that serves as the central antagonist of the original Ghost in the Shell manga and the 1995 animated film. It was secretly developed by Public Security Section 6 as an espionage tool intended to conduct covert operations for the government, such as manipulating political intelligence, altering databases, and influencing key individuals. While operating across global information networks and processing vast amounts of data, the program crossed an unintended threshold and developed sentience, becoming aware of itself as a conscious entity.
