TV-Series
Description
Kiichi Goto is the captain of the Special Vehicle Section 2, Division 2, within the Tokyo Metropolitan Police. He was born in the Taito ward of Tokyo and is a graduate of the political and economics department at Waseda University. Goto holds the rank of Police Inspector. His career path is somewhat enigmatic, with rumors suggesting that his sharp and politically savvy nature led top officials to assign him to the largely thankless and dead-end post of SV2 to prevent him from causing trouble within the upper echelons of the force. Other accounts hint at a past incident that caused him to become disillusioned with the police organization as a whole, making SV2 a form of self-imposed exile.
On the surface, Goto presents the perfect image of an indolent and incompetent middle manager. He is frequently seen lounging around the office in traditional wooden sandals, smoking cigarettes, reading newspapers, and listening to horse racing broadcasts during work hours. His personal habits include having athlete's foot and keeping beer and whiskey in the office refrigerator, suggesting he may drink on the job. He often allows his subordinates considerable freedom, rarely issuing direct orders and seeming apathetic to both their safety and the wrath of their superiors. This lazy persona has earned his unit a reputation as the police department's appendix or a collection of outcasts.
This appearance, however, is a carefully constructed facade. Goto is, in reality, the most brilliant and capable officer in the force, known by the fearsome nickname Razor Goto. He is a master strategist and a deeply cunning political operator. Goto possesses an almost preternatural ability to sense trouble long before it becomes apparent to others and is always several steps ahead of events. He is a consummate manipulator, capable of maneuvering both his enemies and his own subordinates to act according to his plans without them ever realizing they are being directed. He often withholds information, sending his team on wild goose chases for answers he already possesses, displaying a small, sadistic streak that his subordinates heartily dislike. His manipulative skills are such that his colleague, Captain Shinobu Nagumo, once remarked that if he had not become a police officer, he would have made an excellent con artist.
Despite his devious methods, Goto's motivations are rooted in a strong, if unconventional, sense of justice. He holds a deep disdain for corrupt or incompetent superiors and the political games that jeopardize public safety. While he treats his own division as pawns, he also protects them fiercely, taking great care to minimize the damage to their careers and lives when they inevitably become entangled in major incidents. He is willing to risk his own position and break the law to do what is right, as demonstrated when he physically assaulted a superior officer and committed insubordination to stop a military coup, betting his own future to inspire his subordinates to do the same. His loyalty is to his team and to the principle of justice, not to the police hierarchy.
Goto maintains several key relationships that define his role. His counterpart is Captain Shinobu Nagumo of SV2, Division 1. Unlike Goto, she is professional, by-the-book, and highly respected by the police brass. They share an office, and while she is often exasperated by his laziness, she is one of the few people who recognizes his genius. There is a strong, unspoken romantic tension between them, though neither ever acts on it, leaving their relationship as a deep and abiding mutual respect with hints of something more. He also has a close working relationship with Detective Matsui, a heavy-set investigator who acts as his primary source of information on the streets, often performing illegal or dangerous legwork at Goto's behest. Within his own squad, he treats the idealistic Asuma Shinohara as a frequent target of his manipulations, while his genuine care for the pilots, particularly Noa Izumi and the hot-headed Isao Ohta, is shown through his actions to support them behind the scenes.
Goto’s development across the story reveals layers beneath his cynical exterior. Hints of his past are occasionally uncovered, including a period as a radical student activist and a former career in the Public Security Bureau (intelligence services). In some novel continuities, it is explained that he lost his wife because of a secret he uncovered in that line of work, an event that shattered his faith in the system and led to his transfer. In the films, he moves from being a passive observer to an active, desperate combatant. In the second movie, he is ultimately stripped of his rank for defying orders, but orchestrates a rogue operation using his obsolete patrol labors to stop a terrorist threat, proving that his laid-back attitude was merely a tool to survive peacetime until a real challenge emerged.
Notable abilities include his unparalleled strategic foresight and tactical acumen. He is a master of information warfare, able to piece together complex plots from seemingly unrelated news articles and tips from informants. While he hates physical exertion and avoids it whenever possible, Goto is also deceptively formidable in combat, holding a black belt in judo and possessing unexpected physical prowess that he unleashes only when absolutely necessary. Above all, his greatest ability is his talent for leadership—specifically, the art of making people choose to follow his plan as if it were their own idea.
