Description
Jirō Tomitake visits Hinamizawa multiple times yearly under the alias "Tomitake Jirō," using photography of local birds and scenery as cover for his true role as an auditor for the secret organization "Tokyo." This organization monitors the Hinamizawa Syndrome research project. His frequent visits and photographic hobby earn him familiarity among villagers like Mion and Rena. His knowledge of village history and customs partly stems from his association with Takano Miyo.

Before his intelligence work, Tomitake served as a sniper and instructor in the Japan Self-Defense Forces (JSDF), holding the rank of First Lieutenant. A vision-impairing accident ended his frontline sniper career, leading to his transition into training roles. This military background provides proficiency with firearms and steady hands, aiding his photographer persona. Recruited by "Tokyo," he evaluates the Irie Clinic's research on Hinamizawa Syndrome, frequently reporting on its progress while maintaining his cover as a harmless enthusiast.

To villagers, Tomitake's relationship with Takano appears romantic, often providing comedic relief through their interactions. However, their dynamic varies across story arcs. In Minagoroshi-hen, Takano attempts to recruit him for "Emergency Manual 34," promising her submission in exchange for his support. When he refuses due to moral objections, she orchestrates his death. Despite her betrayals, Tomitake exhibits lingering concern for her, as seen in Matsuribayashi-hen, where he aids her arrest and later supports her rehabilitation.

In most story arcs, particularly the "Question Arcs" (Onikakushi-hen, Watanagashi-hen, Tatarigoroshi-hen, and Meakashi-hen), Tomitake dies shortly after the Watanagashi Festival. His death involves clawing his throat, officially deemed suicide but suspected by authorities. This results from Takano injecting him with H-173, a drug inducing Level 5 Hinamizawa Syndrome symptoms. His body is typically discovered near Okinomiya, reinforcing the pattern of annual festival-linked fatalities.

In the "Answer Arc" Matsuribayashi-hen, Rika Furude warns Tomitake of his impending death. This allows him to evade capture temporarily and collaborate with allies like Akasaka Mamoru, Irie Kyōsuke, and Ooishi Kuraudo to expose Takano's plans. He survives this timeline, demonstrating combat skills by disabling a Yamainu vehicle with precise gunfire. In later continuations like Nekodamashi-hen and anime-original conclusions, he protects Takano post-arrest, with both eventually returning to Hinamizawa.

Physically, Tomitake is muscular, likely in his late 30s, with short light-brown hair, red eyes, and glasses correcting vision damage from his JSDF accident. In Hinamizawa, he wears a dark-green cap, black sleeveless shirt, military-style trousers, belt bags, boots, and dog tags. His "Tokyo" uniform consists of a green military suit over a white shirt and tie.

Trivia includes his nickname "Risa" (from mispronouncing "Nisa" for Lieutenant Colonel), given by Irie. He struggles socially with women, admitting his last hand-holding occurred at a folk-dancing camp. While the sound novels depict him smoking, this trait is absent in anime/manga adaptations.

In *Higurashi no Naku Koro ni Gou* and *Sotsu*, Tomitake's role remains consistent with prior portrayals, appearing as a recurring victim in the festival death cycles without new character developments or deviations from established patterns.
