Description
Kiyoko, designated Number 25, is a member of the Espers, a group of psychic children under the care of the government in Neo-Tokyo. She was one of many young children, likely orphans, acquired by the original Tokyo government for a secret project researching psychic powers for political and military purposes. During this time, she befriended three boys: Takashi, Masaru, and Akira. These four were among the few survivors of the project's harsh experiments. The project ended when Akira's uncontrollable power caused a massive psychic explosion that destroyed Tokyo. After the founding of Neo-Tokyo, Kiyoko, Takashi, and Masaru were placed in prolonged isolation to prevent them from becoming as powerful as Akira. They were kept on drugs that suppressed their abilities, which led to premature aging and physical handicaps. In Kiyoko's case, she became so physically weak that she is permanently bedridden and kept alive by life support systems. Chronologically in her late forties, she has the frail, wizened appearance of a very elderly person, with wrinkled skin and long white hair styled into braids, and is usually seen in a pink nightgown.

Personality-wise, Kiyoko is kind, gentle, and deeply perceptive. Due to her powers and experiences, she is very wise and often acts as the spiritual leader and final decision-maker among the Espers. She cares for Takashi and Masaru with a motherly affection and is deeply concerned for their well-being. Her motivations are rooted in a sense of destiny and responsibility; she believes every person has a path to follow and feels compelled to ensure its fulfillment. She fears the potential destruction that the awakening psychic Tetsuo Shima represents and is driven to protect Neo-Tokyo and her friend Akira from him. Despite her wisdom, her mind is also that of an extremely sheltered child. Her entire life has been spent in a government nursery, making her unfamiliar with the outside world and, in the anime adaptation, terrified by the sight of blood.

Kiyoko plays a crucial role in the story, as her psychic predictions concerning the fall of Neo-Tokyo and Tetsuo's involvement drive much of the plot. She initially attempts to assassinate Tetsuo by psychically possessing a young resistance member named Kei, a plan that fails but sets key events in motion. When Tetsuo attacks the nursery, she tries to stop him and later guides Kei and the biker gang leader Kaneda to safety. After Tetsuo inadvertently awakens Akira, Kiyoko joins the Colonel's search for him. Following the tragic death of Takashi, she and Masaru use their powers to save civilians from the ensuing psychic catastrophe. In the manga's final arc, she teleports herself and Masaru to Akira's side to convince him to stop the mutated Tetsuo. The experience of this final psychic explosion frees Kiyoko from her physical limitations, restoring her to a youthful, healthy form before she ascends to a higher plane of existence with the other Espers.

Her key relationships are defined by shared trauma and psychic bonds. She is closest to her fellow Espers, Takashi and Masaru, forming a surrogate family unit where she is the elder sister or maternal figure. She shares a deep friendship with Akira, expressing joy when he recognizes them at the end. She also has a significant, trusting relationship with Colonel Shikishima, who relies on her prophecies for his decisions and for whom she shows a paternal-like affection, even teleporting him to safety during the final destruction.

Kiyoko possesses a formidable array of psychic abilities. Her most notable power is precognition; she receives visions of the future, often while sleeping, which guide the actions of the Colonel and the Espers. She is also a powerful telepath, able to communicate with others over distances. Her ability to teleport herself and others is a critical tool, and in the manga, she demonstrates the power to move large groups of people to safety. She can psychically possess a willing host, such as Kei, to act on her behalf. Beyond these, she has demonstrated psychokinetic abilities, including levitating her own capsule bed, unlocking doors, and creating a protective construct from toys to defend herself when threatened. While her individual power is lesser than Akira or Tetsuo, her combined efforts with the other Espers prove decisive in the story's final confrontation.
