Description
Hyoue Kuroda is a police superintendent who first appears as the chief of the Nagano Prefecture Police First Division before being transferred to the Tokyo Metropolitan Police Department to serve as the First Division managing officer, replacing Kiyonaga Matsumoto. He is a man of approximately fifty years of age with a strong, well-built physique.
