Description
Shizuka Homura, adopted and raised by Koichiro Homura, learned to prioritize victory over personal feelings while suppressing emotional displays. He transitioned from a covert Japanese government position to a novice Congressman in Bifrost’s Roundrobin holo game, securing his seat by defeating Toya Saionji before 2119. In November 2120, he won his first "relation" in Roundrobin, gaining substantial real-world influence, and later inherited real estate under suspicious circumstances.
Outwardly calm and emotionless, Homura concealed intentions behind a soft smile and approached interactions with calculated detachment. He neither valued human dignity nor reduced people to mere cogs, driven solely by survival and victory through any necessary means. He maintained a complex dynamic with his adoptive father, Koichiro, visiting him during illness with ambiguous motivations.
Within Bifrost, Homura collaborated with Congressmen Haruki Shirogane and Kyoko Saionji. Saionji resented him for Toya’s defeat and sought revenge. Despite Shirogane’s role in Koichiro’s purge, Homura showed no overt grudge. His philosophical clashes with Bifrost Inspector Koichi Azusawa highlighted their differing views on human worth: while both devalued humanity, Homura acknowledged people as feeling beings, leading Azusawa to deem him dangerous.

During Azusawa’s assault on the Public Safety Bureau tower, Homura deployed Ma-Karina—an AI replica of Tokyo Governor Karina Komiya—to counter Shirogane’s AI investments, defeating him. He then nominated Sibyl to replace Shirogane as Congressman, enabling Sibyl to absorb Bifrost’s infrastructure.
After Bifrost’s dissolution, Homura negotiated two conditions with Sibyl: freeing former Inspector Akane Tsunemori from confinement and allowing Inspector Arata Shindo to resume his individual life. In recognition, Sibyl appointed him Chief of the Public Safety Bureau—a role typically reserved for Sibyl proxies—surprising Bureau personnel like CID Chief Inspector Mika Shimotsuki.
