Description
Chuu is a fish-man and a secondary antagonist from the Arlong Park story. He is an officer of the Arlong Pirates, serving directly under the crew's captain, Arlong. Physically, Chuu has muscular build with blue skin and notably thick lips, which are characteristic of his specific subspecies, a smelt-whiting or kiss fish-man. His appearance is complemented by a striped blue vest, dark trousers, and sandals, with the Arlong Pirates' brand visible on his right shoulder. He also has a habit of punctuating his sentences with a sound that resembles a kiss, which is the origin of his name.
In terms of personality, Chuu is more cool-headed and maintains a sinister composure compared to many of his more boisterous crewmates. Despite this calmer demeanor, he is deeply cruel and shares the core ideology of the Arlong Pirates without question. Like his captain, he holds an absolute belief in the physical and racial superiority of fish-men over humans, viewing the latter as an inferior species unworthy of respect. This arrogance directly contributes to his downfall, as he severely underestimates his opponents, believing his inherent fish-man strength makes him untouchable.
Before the events of the Arlong Park story, Chuu was a member of the Sun Pirates, a legendary crew of fish-men led first by Fisher Tiger and later by Jinbe. During this time, he fought against the Marines and journeyed with his kind. He was present during the crew's mission to return a former human slave named Koala to her home. When Jinbe received an invitation to join the Seven Warlords of the Sea, Chuu was among those who saw the opportunity to advance their notoriety. However, after Jinbe accepted the position and Arlong was released from imprisonment, the crew split, and Chuu remained loyal to Arlong, following him to the East Blue where they would eventually conquer Cocoyasi Village and establish Arlong Park.
Chuu's primary role in the story is as the direct opponent for the Straw Hat pirate Usopp during the raid on Arlong Park. After Usopp deliberately insults Arlong to draw attention away from the villagers, Chuu is the one who retrieves him. When the final battle begins, Chuu relentlessly pursues Usopp, who initially runs away in terror. His powers are centered on his ability to take water into his mouth and expel it at immense pressure. His standard technique is a Water Gun, which fires a concentrated blast like a bullet, capable of piercing a human body. His strongest attack is the Water Cannon, where he sucks in a massive volume of water, causing his body to expand, before unleashing a cannonball-like blast with tremendous destructive force. He also demonstrates a rapid-fire version of this ability, acting as a living turret.
Despite his significant power as a fish-man, Chuu is ultimately defeated not by superior force, but by Usopp's cunning. After being set on fire, Chuu is momentarily distracted, allowing Usopp to bludgeon him repeatedly on the head with his Usopp Hammer until he loses consciousness. Following the Straw Hats' victory and the destruction of Arlong Park, Chuu is arrested by the Marines, with his ultimate fate remaining unknown.
