Description
Standing at an imposing 199 centimeters, Iceburg is the mayor of Water 7 and the president of the Galley-La Company, the island's premier shipbuilding corporation. He is a tall man with distinctive blue-purple hair, a neatly trimmed beard, and matching lips, often dressed in a striped suit. A notable companion is his pet mouse, whom he keeps in his breast pocket and has named Tyrannosaurus.
Iceburg possesses a personality that reveals two distinct sides. As the most important figure in the city, he carries a tremendous weight of responsibility and can be exceptionally serious and sharp when the situation demands it. He is an excellent leader who commands incredible respect and admiration from his subordinates and the citizens, all of whom are fiercely protective of him. However, when relaxed, he exhibits a surprisingly childish and whimsical nature, known to cancel all his meetings on a whim, refuse to see people he does not like, or adopt a stray animal he finds on the ground without a second thought.
His primary motivation is to protect the city he loves and to honor the legacy of his mentor, the legendary fish-man shipwright Tom. Following Tom's execution, Iceburg inherited the blueprints for the ancient weapon Pluton. To safeguard these dangerous plans from the World Government, he spent eight years consolidating Water 7's seven major shipyards into the Galley-La Company. By making his company an indispensable, government-affiliated organization, he became a figure too publicly important to simply eliminate, thus securing the blueprints through political legitimacy. His ultimate dream, inspired by the devastation of the Aqua Laguna, is to transform the entire city of Water 7 into a giant floating ship.
Iceburg plays a central role as both an ally and a target during the Water 7 Saga. Initially, he is a client and the respected mayor who evaluates the Straw Hats' ship, the Going Merry, deeming it beyond repair. He becomes a target of the secret government organization CP9, which infiltrates his inner circle to steal the Pluton blueprints. After being shot and presumed dead by his trusted secretaries, he survives to become a crucial ally, using his shipwright skills to repair the Going Merry one last time and prepare the Rocketman for the crew's desperate mission to Enies Lobby.
His most significant relationship is with Franky, Tom's other apprentice. As children, the two were often at odds, with Iceburg disapproving of Franky's dangerous, weapon-building habits and Franky, in turn, calling him an insulting nickname that could be interpreted as Ice-for-brains. This discord peaked when Franky's battle ships were used to frame Tom, leading to a long estrangement. However, this conflict masks a deep, unbreakable bond forged under their master. Iceburg was the one who gave Cutty Flam the nickname Franky, and later, he secretly passed the Pluton blueprints to Franky, whom he believed dead. He is also the only person who fully understood that Franky's refusal to leave Water 7 stemmed from a deep-seated guilt over Tom's death. In a pivotal moment, Iceburg helped Franky overcome this guilt, telling him that he and Tom had long since forgiven him and that it was time for Franky to forgive himself, finally allowing him to pursue his dream of sailing on the ship he built.
Throughout the story, Iceburg demonstrates remarkable personal growth. He evolves from a man who is initially suspicious and willing to use lethal force against Nico Robin, whom he believed was a threat to the world, to a trusting ally. His resolve is tested through physical assassination attempts and betrayal by those he trusted, yet he never wavers in his duty. By the saga's end, his grand vision evolves from merely protecting a blueprint to actively building a future for his city.
As a shipwright, Iceburg is a genius of the highest caliber, trained personally by Tom. He was instrumental in building the Sea Train as a youth and, alongside Franky, co-constructed the Straw Hats' second ship, the Thousand Sunny, a vessel he personally named because its lion figurehead reminded him of the sun. His skills are so profound that he could single-handedly repair the Going Merry, a ship he had previously declared unfixable, working through the night in the middle of a destructive storm while still recovering from gunshot wounds. In addition to his political and shipbuilding authority, Iceburg possesses a unique and mystical ability: he can hear the voices of ships, which is how the damaged Going Merry was able to call out to him and plea for one final voyage.
