Description
Wapol, also known by his epithet "Tin-Plate" Wapol, is the former monarch of the Drum Kingdom on the Grand Line who later becomes the king of the Evil Black Drum Kingdom in the South Blue after a remarkable rise to power. Standing 207 centimeters tall, he is an overweight man with an unusual appearance featuring dark violet hair and a distinct, cylinder-shaped jaw constructed from tin plates, a physical trait that gives him his nickname. During his initial rule over Drum Island, he dressed in tin-plate armor and a hooded cape made from the skin of a White Walkie, a wooly hippo-like creature he used as personal transport. Following the series' time skip, now ruling his new kingdom, his appearance has changed with his hair turning white and having grown a black mustache and goatee.

Wapol inherited the throne of the Drum Kingdom after the death of his father, a just and beloved king who had unfortunately spoiled his son during his upbringing. In stark contrast to his father, Wapol proved to be an incredibly spoiled, corrupt, and callous ruler who held no regard for his subjects. He ruled solely to satisfy his own selfish desires, believing that everything within his country existed for his personal enjoyment and that none should dare question his authority. He demonstrated a profound lack of understanding of politics and governance, famously dismissing concerns about the revolutionary leader Dragon at a world summit because he foolishly believed the issue would never affect his own kingdom directly. When King Nefertari Cobra of Alabasta scolded him for his irresponsibility, Wapol spitefully retaliated by intentionally knocking down Cobra's ten-year-old daughter, Vivi, hoping to provoke a confrontation, only to become furious when the young princess tactfully apologized instead of blaming him.

Perhaps the most defining example of Wapol's tyrannical cruelty was his implementation of a "Doctor Hunt" throughout his kingdom. Before his reign, the Drum Kingdom boasted the most numerous and skilled doctors in the entire Grand Line. Wapol took the twenty most skilled physicians to serve as his personal medical team while banishing or murdering all the rest, leaving the general populace with no access to medical care. His calculated reasoning was that by forcing his subjects to grovel at his feet for any medical attention, they would be kept in a state of absolute loyalty and subservience. This policy remained in effect for six years, with only two doctors, the quack Hiluluk and the aged Kureha, managing to evade his grasp and continue helping the people in secret.

Wapol is an extreme glutton who takes his appetite to ridiculous lengths, a trait amplified by his consumption of a Paramecia-type Devil Fruit called the Baku Baku no Mi, or Munch-Munch Fruit. This power allows him to stretch his jaws wide and eat virtually anything, from food and metal to weapons, houses, and even living creatures. His gluttony has caused massive collateral damage to towns, leading to his arrest on at least one occasion. The fruit's true strength lies in its ability to let Wapol transform his body based on what he has recently consumed. Using a technique called Baku Baku Shock, he can turn his arms into cannons after eating firearms or transform his entire body into a structure known as a Wapol House, a bizarre fusion of a building with cannons for arms. He can also reconfigure and merge eaten objects, using Baku Baku Factory to combine materials to create new items, a power that would later prove instrumental to his fortune. Additionally, he can reshape his own body by eating parts of himself, using Slim-up Wapol to become a thinner, more agile version of his normal self. The fruit gives him the ability to survive eating toxic or otherwise inedible materials, and he has even used his mouth as a shelter, keeping his subordinates safe inside by swallowing masses of snow during an avalanche. However, the power has limits; he cannot consume Seastone, and he can only utilize objects he has eaten within the previous twenty-four hours. Like all Devil Fruit users, he is also rendered unable to swim and becomes vulnerable to Seastone.

Despite his gluttony and childish demeanor, which is often accompanied by a distinct laugh of "Mahahahaha" and a habit of saying "kaba" instead of "baka," Wapol is not without cunning. He demonstrated intelligence when he saw through Nami's deceptions and formulated an effective, though cruel, strategy to control his populace. However, he seems to lack significant combat experience, relying heavily on his two most loyal counselors, Chess and Kuromarimo, to handle most physical confrontations, only stepping in himself when directly provoked.

Wapol's cowardice and disloyalty came to the forefront when the Blackbeard Pirates attacked Drum Island. Without offering any resistance or consideration for his subjects, Wapol immediately fled his own kingdom by sea along with his most loyal soldiers and his personal doctors, leaving the remaining citizens to fend for themselves. Adopting the guise of a pirate, he became the "captain" of the Bliking Pirates and spent roughly a year wandering the seas, attacking other vessels and looting treasures. His attempt to return to power began when he encountered the Straw Hat Pirates, who had arrived on Drum Island seeking a doctor for their ill navigator, Nami. After a confrontation where he tried to eat the rubber-bodied captain, Monkey D. Luffy, and was subsequently punched into the ocean, Wapol eventually made his way back to his former castle. There, he fought against Dalton, his former captain of the guard who had come to oppose him. Using his ability to transform his entire body into a human weapon after consuming an arsenal, Wapol defeated Dalton. However, in the final battle against Luffy and the reindeer doctor Tony Tony Chopper, whose mentor Hiluluk had been driven to suicide by Wapol's tyranny, the former king was soundly defeated and sent flying far away from the island, officially deposed from his throne.

Following this defeat, Wapol became a homeless wanderer, reduced to eating garbage to survive. In this desperate state, he began using his Baku Baku Factory ability to create toys out of discarded junk to sell as a means of livelihood. This enterprise proved unexpectedly successful, as the toys became wildly popular. Crucially, scientists discovered that a unique, incredibly strong new alloy was being produced as a byproduct of this process, and they named the metal "Wapometal" in his honor. This discovery launched Wapol into an immense fortune as he established the Wapol Corporation, an international toy conglomerate. His newfound wealth and power eventually surpassed what he had enjoyed as king, leading to him marrying a woman named Kinderella, widely recognized as Miss Universe. Two years later, his success led to the World Nobles granting him his own new kingdom to rule, the Evil Black Drum Kingdom, officially reinstating him as a monarch within the World Government's system.

Despite his defeat at the hands of the Straw Hat Pirates, Wapol holds no grudge against Luffy, instead recognizing that the pirate's actions ultimately became the catalyst for his even greater rise to power. However, he remains petty and vindictive, attending the Levely, the world's summit of monarchs, primarily to get revenge on Dalton, who had become the respected new ruler of his former kingdom, now renamed the Sakura Kingdom. At this summit, he was visibly disturbed when witnessing a World Noble attempting to enslave Princess Shirahoshi of the Ryugu Kingdom, suggesting that his cruelty does have certain limits. While at the Levely, Wapol accidentally stumbled upon a secret meeting where he witnessed the Five Elders and the mysterious figure known as Imu assassinating King Cobra. Realizing the immense danger of knowing such a secret, he immediately went into hiding, fleeing aboard the airship of "Big News" Morgans, the president of the World Economy Newspaper, alongside Nefertari Vivi, who had also become a target. In this desperate situation, Wapol showed a rare moment of consideration, not immediately divulging the details of what he saw because he knew that information about her father's death would be devastating for Vivi to hear.
