Minchi, also referred to as Minchey, is a character who appears exclusively in the anime filler story of One Piece, specifically the Goat Island Arc. He serves as the main antagonist of that storyline. Minchi holds the rank of Chief Petty Officer in the Marine organization and operates as a subordinate of Captain Moore. His background is that of a Marine officer, but his conduct reflects a corrupt and self-serving nature rather than a commitment to justice.
