Description
Kakou is introduced as a friendly and highly skilled shipwright from the Galley-La Company, serving as one of the five foremen of Dock 1 in Water 7. He is a young man with a very distinctive appearance, most notably his long, square-shaped nose, which often leads to comparisons with Usopp. He has short blond hair, large black eyes, and is usually seen wearing a cap. During his time undercover, he wore a red jacket with blue sleeves and a cap bearing the company logo. Despite being only 23 years old, he often speaks in an old-fashioned manner, which other characters frequently point out.
Beneath this affable exterior, Kakou is actually a formidable agent of CP9, a secret government intelligence agency. His mission was to infiltrate the Galley-La Company to obtain the blueprints for the ancient weapon Pluton. As a shipwright, his abilities are exceptional; he is a specialist in mechanical diagnosis and is the one who delivers the heartbreaking news to the Straw Hat crew that their ship, the Going Merry, is beyond repair.
Kakou's personality evolves throughout the story. In his role as a shipwright, he is generally cheerful, smiling, and inspires trust in his colleagues. However, once his true identity as a CP9 agent is revealed, his demeanor becomes much colder, more impartial, and professional. Despite this shift, he retains a strong sense of fairness and honesty, even toward his enemies. During his fight with Roronoa Zoro, he expresses genuine enjoyment of the battle and displays remarkable sportsmanship. Upon his defeat, he does not hold a grudge but instead shows a hint of regret for betraying the carpenters at Galley-La, even acknowledging that he cannot return to that life. He is also notably proud of his giraffe form, and when mocked for its appearance, he reacts with uncharacteristic anger, destroying the Tower of Justice in retaliation.
As a member of CP9, Kakou is an incredibly powerful fighter, ranking second in strength within the organization with a Doriki level of 2200. He is a master of the six powers, a set of superhuman martial arts techniques. He excels particularly in Rankyaku, a technique that generates devastating slashing gusts of wind, and has created numerous variations of this attack. He is also the most skilled swordsman in CP9, wielding two straight swords combined with Rankyaku kicks from his legs to create a unique four-sword style. During the Enies Lobby arc, he consumes a Devil Fruit, the Ushi Ushi no Mi, Model: Giraffe, which gives him the ability to transform into a giraffe or a human-giraffe hybrid. This new power enhances his physical reach and allows him to create even more powerful and creative attacks, such as using his long neck to spin at high speeds for his ultimate Rankyaku technique. He also invents the Bigan, a variation of the Shigan finger pistol that uses his square nose as a bullet.
After the events at Enies Lobby, he and the other CP9 members were pursued by the World Government for their failure, but he later resurfaces as a member of CP0, a much more elite and higher-ranking division of the government. In this later role, he continues to operate alongside his former partner, Rob Lucci, and appears colder and more stoic than before.
