Description
Smoker, known by the epithet the White Hunter, is a high-ranking officer in the Marine Corps who first appears as the captain responsible for the island of Loguetown. He is a tall, muscular man with silver-white hair, brown-red eyes, and a prominent scar across his chest. His most distinctive physical traits are the two lit cigars he is perpetually smoking and the large white coat he wears open over his bare chest, which bears the kanji for justice on the back. His coat also has multiple cigars strapped to its front. His weapon of choice is a jitte, a type of metal truncheon, whose tip is made of seastone, a substance that can neutralize the powers of Devil Fruit users. After the two-year time skip in the story, his appearance changes to a slicked-back hairstyle with shaved sides, he gains a new scar across his face from his forehead to his right eye, and he begins wearing sunglasses and a standard Marine cape over his shoulders.

Personality-wise, Smoker is gruff, sharp-tongued, and highly independent, earning him a reputation within the Navy as a troublesome maverick or a mad dog due to his frequent defiance of orders from his superiors. He operates on a personal moral code rather than blindly adhering to the World Government's doctrine of Absolute Justice. He is deeply skeptical of institutional authority, especially the Seven Warlords of the Sea system, which he views as corrupt because it grants pardons to pirates. He has a strong protective instinct for civilians, exemplified when a young girl accidentally spilled ice cream on his pants; instead of getting angry, he apologized and gave her money to buy another one. He treats his subordinates with respect and expects the same in return, showing particular patience for his direct subordinate, Tashigi, even while often scolding her for her naive tendencies. Underneath his rough exterior, Smoker is fiercely dedicated to protecting the innocent and will become enraged by anyone in power who manipulates or endangers others for selfish reasons.

Smoker's personal motivation is driven by a defining childhood memory: he was present in Loguetown as a boy and witnessed the execution of the Pirate King, Gol D. Roger. He was profoundly struck by Roger's calm smile in the face of death. Years later, when he is stationed in Loguetown as a captain, he sees the same defiant smile on the face of the young pirate Monkey D. Luffy, who is about to be executed by Buggy the Clown. This resemblance creates an obsession, and Smoker vows to personally capture the Straw Hat captain. His role in the story is primarily that of a recurring antagonist and rival to Luffy. However, this rivalry is complicated, as their paths frequently cross in situations where larger threats force them into an uneasy alliance.

Smoker first pursues Luffy from Loguetown into the Grand Line, tracking him to the desert kingdom of Alabasta. There, he intends to capture the Straw Hats but is himself captured by the Warlord Crocodile. After Luffy defeats Crocodile, the World Government awards Smoker the credit to hide the fact that a pirate saved the kingdom. Smoker is disgusted and angrily refuses the promotion, but it is forced upon him, raising him to the rank of commodore. He is later present at the great battle of Marineford, where he attempts to stop Luffy from rescuing his brother Ace but is blocked by another Warlord, Boa Hancock. Following the battle, Smoker requests a transfer to the G-5 branch in the dangerous second half of the Grand Line, the New World, to be closer to Luffy. Two years later, he has been promoted to vice admiral and commands the G-5 base. On the island of Punk Hazard, he catches up to Luffy but is brutally defeated by the Warlord Trafalgar Law, who removes his heart. Despite this, Smoker later teams up with Law and the Straw Hats to expose the criminal experiments of Caesar Clown. He is nearly killed by the Warlord Donquixote Doflamingo for his refusal to reveal his allies' location, saved only by the intervention of his former colleague, the ex-Admiral Kuzan.

Smoker's most significant relationship is with his subordinate, Tashigi. He serves as her mentor, and despite his harsh treatment, he trusts her judgment implicitly, telling her to follow her own sense of justice. His primary enemy and obsession is Monkey D. Luffy, a relationship that mirrors that of the legendary Marine hero Garp and the Pirate King Roger. He has a close, long-standing friendship with fellow Marine officer Hina, who often helps him with resources and logistics. He also respects the former Admiral Kuzan, who vouches for his transfer and later saves his life. He holds intense distrust and disdain for the Seven Warlords, particularly Crocodile, Doflamingo, and Trafalgar Law, whom he has seen abuse their power.

Throughout the story, Smoker undergoes significant development. Introduced as an invincible force that the rookie Luffy could not hope to defeat, his position as a top-tier threat is systematically dismantled as the series progresses. He is defeated or outclassed by nearly every major Warlord and powerful pirate he encounters in the New World, including Law, Doflamingo, and Vergo. This string of losses forces him to confront his own limitations and the need for greater strength. His character evolves from a single-minded hunter obsessed with one pirate to a more world-weary officer who recognizes the complex, grey nature of justice in the New World, even expressing gratitude to an Admiral for admitting the government's mistakes from the Alabasta incident.

Smoker is a natural-type Devil Fruit user who ate the Smoke-Smoke Fruit, which allows him to create, control, and transform his body into smoke. This grants him intangibility against physical attacks, the power of flight, and the ability to smother or constrict opponents by solidifying his smoke. While powerful, his offensive capabilities are considered less destructive than some other natural elements. To compensate, he is a highly skilled hand-to-hand combatant and an expert in using his seastone-tipped jitte. The jitte is his primary tool for combating Devil Fruit users, as contact with the seastone saps their strength and negates their powers. To further enhance his combat abilities and overcome the weakness of his logia intangibility against Haki users, Smoker is also proficient in the use of Busoshoku Haki, a spiritual power that creates an invisible armor around the user, allowing him to harden his body and his weapon to strike with greater force. He uses this in combination with his smoke powers to launch dense, high-speed projectiles like White Blast and White Snake, or to propel himself at enemies with White Launcher.
