Description
Califa is a former agent of the secret intelligence organization CP9 and later becomes a member of the more elite CP0. Before her true identity was revealed, she spent five years undercover in the city of Water 7, serving as the personal secretary to Iceburg, the mayor and president of the Galley-La Company. Her mission was to locate the blueprints for the ancient weapon Pluton.

Physically, Califa is a tall and slender young woman with blue eyes and distinctive glasses, which she has a habit of pushing up with her fingers. She has strawberry-blonde hair that she typically wore in a bun during her secretarial duties but let flow freely after her cover was blown. Her appearance is marked by a sense of fashion that emphasizes her long legs and cleavage, a style that often drew complaints from her coworker Paulie even before her loyalties were known.

In terms of personality, Califa presents different facets depending on the situation. While acting as Iceburg's secretary, she was serious, businesslike, and fiercely loyal to her employer, often kicking anyone who showed him disrespect. She is known for her characteristic phrase, "That's sexual harassment," which she uses in completely inappropriate and non-sexual contexts, such as when someone merely mentions her name. After her identity as an assassin is exposed, her true personality comes to the forefront: she is sly, crafty, and takes pleasure in embarrassing her incompetent superior, Spandam, by constantly accusing him of harassment. Despite her professional demeanor, she has an absent-minded and somewhat vain side. During her battle with Nami, she mistook the monster-like form of Tony Tony Chopper for Nami and then denied making the mistake. She is also vain about her natural beauty, believing she is so attractive that she does not need to use her Devil Fruit powers to make her skin smooth. In spite of her antagonistic role, she has shown glimmers of a sense of justice and a softer side, such as helping her injured colleagues pay for medical treatment and accepting a flower from a young girl in a town she helped protect.

Califa's role in the story is that of a significant antagonist during the Water 7 and Enies Lobby arcs. She is one of the key operatives who kidnap Nico Robin and Franky, forcing the Straw Hat Pirates to storm the judicial island of Enies Lobby to rescue their crewmates. At Enies Lobby, she is given a Devil Fruit to consume to increase her power for the coming battle. Her primary combat role is against Nami, whom she fights in a one-on-one duel while holding a key necessary to free Roronoa Zoro from his seastone handcuffs.

Her key relationships are mainly with her comrades in Cipher Pol. She worked closely with agents like Rob Lucci, Kaku, and Blueno during their long-term mission. She shares a particularly noteworthy dynamic with her fellow agent Jabra and shows nothing but contempt for her boss, Spandam, whom she constantly belittles and accuses of sexual harassment. After the Straw Hats' victory at Enies Lobby and the subsequent Buster Call, Califa and the surviving CP9 members escaped and went into hiding. Following the aftermath of their failed mission, she eventually reconciled with the World Government and was promoted to the more powerful CP0.

Califa's abilities are formidable. Even before consuming a Devil Fruit, she was a highly trained martial artist, having mastered all six techniques of the Rokushiki fighting style. Her physical strength was measured in doriki, a unit of power, at 630, making her the physically weakest of the main CP9 assassins but still superhuman. She specializes in kick-based attacks, and her Rankyaku technique can create sharp, cutting shockwaves.

Her most notable ability comes from the Awa Awa no Mi, a Paramecia-type Devil Fruit that allows her to create and control soap bubbles. These bubbles have the unique property of being able to "clean" anything, including an opponent's strength. Once covered in her bubbles, a target becomes slippery, shiny, and almost completely immobile, as their strength is temporarily drained. She can also condense these bubbles into a giant, immobile bar of soap for defensive purposes, which is strong enough to block powerful lightning-based attacks. The primary weakness of her fruit is that water can wash away both the bubbles and their strength-draining effects. After the two-year timeskip, Califa is confirmed to be capable of using both Armament and Observation Haki, solidifying her status as a high-ranking agent in CP0.
