Kei Koga is a central figure in the world of magical girl corporations, serving as the president and founder of AST, one of the largest and most successful companies in the industry. He is a man whose public persona is defined by a cold, ruthless efficiency, presenting himself as a leader who prioritizes profitability and performance above all else. This has earned him a public reputation as a celebrity and an admired, though intimidating, figure in the business world. Koga displays a sharp, often dismissive attitude toward anything that does not generate profit, and he is known for terminating the employment of magical girls who are deemed incapable of delivering strong results. He demands a great deal from his subordinates, putting constant pressure on them to perform.

However, this stern exterior hides a far more complex and driven individual. Koga's ruthlessness in business is not born from simple greed but from a deep-seated trauma and a genuine desire to protect magical girls from harm. His philosophy is a direct result of a tragic event that occurred fifteen years before the main story. In the past, Koga was a kinder, more idealistic person who worked alongside Kouji Shigemoto, Shigemoto's sister Alice, and a woman named Miyako at the same company. Koga held Alice in high regard and shared a close bond with her. During a mission, Alice was killed in an accident while working as a magical girl. This event was a profound shock that fundamentally changed Koga's worldview and created an irreparable rift with Shigemoto.

The death of Alice is the key to understanding all of Kei Koga's actions and motivations. He blamed the tragedy on a fundamental lack of safety and preparedness, and he became obsessed with the idea that no magical girl should ever have to face such a desperate situation again. This led him to develop a seemingly contradictory approach: while he fires underperforming magical girls, his stated reason is to ensure that only the most capable and experienced individuals are in the field, thereby reducing the risk of death or injury. Similarly, his intense focus on developing large-scale, powerful magic is driven by the goal of giving magical girls the overwhelming force they need to eliminate threats before those threats can become life-threatening. His harsh words and demanding management style are, in his view, a necessary shield to keep inexperienced or weak girls from being placed in mortal danger. He believes that to sentimentalize the job or to allow sentiment to cloud business judgment would lead to more tragic, avoidable deaths.

This philosophy puts him in direct, long-standing conflict with Kouji Shigemoto, the president of the smaller, more idealistic startup Magilumiere Co. Ltd., where the protagonist Kana Sakuragi works. Koga and Shigemoto were once colleagues and friends, but their disagreement over how to handle the responsibility for Alice's death drove them apart. Koga views Shigemoto as a dangerous idealist whose methods are inefficient and could lead to more magical girls being harmed, while Shigemoto sees Koga's profit-driven, numbers-oriented approach as a betrayal of what it means to protect people. This rivalry is a core driver of the series' plot, with each man representing a different answer to the question of how to run a magical girl company.

Despite their animosity, Koga retains a deep admiration for Shigemoto's technical genius, even admitting that if their personalities and ideals were not so different, they could have built their empire together. This complex relationship eventually reaches a turning point during a catastrophic crisis involving a high-level monster. Forced to cooperate to save lives, Koga and Shigemoto are able to put aside their years of rivalry and reconcile. Recognizing the strength in unity, Koga's AST Corporation acquires Shigemoto's Magilumiere, making it a subsidiary. This merger is presented not as a hostile takeover but as a strategic alliance to create the most formidable magical girl team possible, with Koga demonstrating that the welfare of the magical girls on the ground is his priority.

Kei Koga's character undergoes subtle but significant development throughout the narrative, moving from a primary antagonist to a crucial, if still stern, ally. Initially seen as an unfeeling corporate shark, his hidden benevolence and genuine pain are gradually revealed. In critical moments, such as when he pleads with the entire magical industry to unite to face a common threat, his true nature shines through. He is shown to be a man who has spent sixteen years preparing to prevent a specific tragedy from repeating, and after a final successful operation that ends without any loss of life, he is seen shedding tears for the first time since Alice's death. This demonstrates that beneath his icy and calculating exterior, Kei Koga is a deeply caring individual, a scarred leader whose hard-hearted methods are only a disguise for a profound commitment to protecting the people under his charge.
