Description
Dr. O'Shay is a major character in the 2003 anime series Astro Boy, serving as the kind-hearted and principled head of the Ministry of Science in Metro City. In this adaptation, he is the one who discovers the powerful robot boy Astro after the boy is deactivated and abandoned by his creator, Dr. Tenma. Taking on the role of a devoted mentor and foster father, Dr. O'Shay brings Astro back online and provides him with a home, making him a central figure in the hero's life.

Personality-wise, Dr. O'Shay is defined by his unwavering compassion and strong moral compass. He is a staunch advocate for the belief that robots and humans can and should coexist as friends. He is often portrayed as an intellectual, caring, and selfless individual who uses his position to fight for robotic rights and protect the innocent. However, he is not without his flaws; he can be prone to moments of foolishness, indecisiveness, and is famously known for his incredibly short temper, which can lead him to shout or sneeze repeatedly when angered. This blend of deep-seated convictions and a slightly comedic temperament makes him a warm and relatable figure.

Dr. O'Shay's primary motivation stems from his belief in the "kokoro"—the concept that robots possess a spirit or soul. This drives his mission to prove that robots are capable of genuine emotion and deserve equal treatment. He is a pacifist at heart and generally discourages violence, only agreeing to let Astro fight when it is absolutely necessary. His role in the story is multi-faceted: he acts as Astro's moral guide, provides him with intelligence and support from the Ministry of Science, and is often the one who briefs him on new threats. Furthermore, he is one of the few people with the scientific expertise to perform repairs on Astro's advanced body.

His most significant relationship is, without question, with Astro, whom he treats as his own son. Unlike the cold and ambitious Dr. Tenma, Dr. O'Shay offers unconditional love and acceptance. This establishes a clear paternal rivalry between the two scientists, with Dr. Tenma representing a desire to use Astro for power and Dr. O'Shay representing a desire to see him live freely and happily. In the 2003 series, Dr. O'Shay also creates a robot sister for Astro named Zoran (or Uran) to be a companion for him, and at one point adopts a young science prodigy named Reno, further expanding his found family.

Throughout the series, Dr. O'Shay's development is tied to his growing role as a parent and leader. While he is already a wise and accomplished scientist, his experiences with Astro and his other charges challenge him and cause him to grow. He demonstrates significant bravery on multiple occasions, stating that he is not afraid to die for his beliefs, and is a constant source of support for Astro. He is not a fighter, but his persistence and unwavering moral support are vital to the story's resolution.

Regarding notable abilities, Dr. O'Shay is a genius scientist and a world-renowned authority on robotics, having advanced the field significantly through his life's work. As the head of the Ministry of Science, he has access to vast resources and high-level technology. This allows him to track Astro's location with a device called a syncrometer, procure advanced gadgets to aid him in battle, and arrange meetings with other influential figures. He is also a cunning political operator who uses his knowledge of the law to outmaneuver corrupt officials. Physically, Dr. O'Shay is most recognizable by his large, eggplant-shaped nose and white tufts of hair on an otherwise bald head; his nose is notably his most sensitive spot, often used as a comedic target or a vulnerability in confrontations.
