Police Inspector Tawashi, also known as Inspector Gumshoe in some English-language versions, is a recurring law enforcement character in the Astro Boy series. He works as a senior police officer in Metro City, where he oversees major investigations and, in later stories, leads the police unit that handles crimes involving robots. Within the larger body of Osamu Tezuka's work, Tawashi is a Star System character, meaning the same figure appears as a policeman in several other Tezuka stories, though his principal role is in the Astro Boy saga.

His appearance is distinctive: a slender frame, a large nose reminiscent of a tengu, and a short stiff mustache that resembles a scrubbing brush, a visual pun tied to his name. In the original manga he is portrayed as a detective in the metropolitan police force, attached to the first investigative division.

In terms of personality, Tawashi is gruff, surly, and no-nonsense. He holds old-fashioned beliefs and is deeply suspicious, particularly of robots. When a crime occurs, he is often quick to blame or arrest a robot suspect, and Astro Boy is frequently the target of his accusations. Despite this abrasive manner, he is thoroughly dedicated to his work and takes his responsibilities as an officer seriously.

His central motivation is the maintenance of law and order in Metro City. His distrust of robots is not rooted in malice so much as in a traditional law-enforcement mindset that regards free-thinking machines as unpredictable and potentially dangerous. This conviction puts him at odds with those who advocate for robot rights and leads him into frequent conflict with Astro Boy and with figures like Professor Ochanomizu, the head of the Ministry of Science, whose faith in robot-kind Tawashi does not share.

In the story, Tawashi serves as a recurring supporting presence, often appearing wherever a crime or crisis unfolds to provide the perspective of institutional authority. His clashes with Astro highlight the central tension between human suspicion and robot heroism. In the 2003 anime adaptation, his role expands when he establishes the Anti-Robot Robot Squad, a special police division created to investigate and prevent crimes committed by robots. The squad is led by Delta, a robot police officer, and its creation marks a notable shift in Tawashi's attitude.

His most important relationship is with Astro Boy himself. Though he frequently suspects and arrests Astro, he gradually comes to recognize the robot's heroic nature. In the 2003 series, he is depicted as more rational and level-headed than in earlier versions, and although he remains wary of free-thinking robots, he slowly comes to trust Astro and accepts Delta as a colleague. He also has a working relationship with a colleague named Nakamura, a subordinate whose more sympathetic attitude toward robots forms a deliberate contrast with Tawashi's skepticism.

Over the course of the various Astro Boy series, Tawashi shows measurable development. Earlier portrayals emphasize his outright hatred or strong distrust of robots, but later versions soften this stance. His core gruffness remains, but he becomes more accepting, particularly as Astro repeatedly proves his integrity. His decision to rely on robot officers demonstrates that he is slowly opening up to robot-kind, even if he refuses to admit it.

Tawashi possesses no superhuman abilities. His effectiveness as an officer comes from his investigative experience, his methodical attention to detail, his strong sense of duty, and his authority within the police force. He is capable of organizing and commanding specialized units, and his dedication ensures that he remains a constant presence in the effort to keep Metro City safe.
