Description
Shiage Hamazura, a Level 0 esper lacking supernatural abilities, is initially portrayed as a delinquent member of the Skill-Out gang, composed of fellow Level 0 espers resentful towards higher-level espers. He assumes leadership of Skill-Out following Komaba Ritoku's death, yet grapples with profound lack of confidence and feelings of inferiority stemming from his powerless status. His early exploits involve petty crime, utilizing knowledge of construction machinery and security systems to steal ATMs and cars. A confrontation with Kamijou Touma results in the violent removal of Shiage's nose piercing, symbolizing his defeat and flawed worldview; Touma challenges Shiage's belief in universal Level 0 oppression, arguing Skill-Out's violence perpetuates their negative reputation.

After Skill-Out disbands, Shiage becomes a subordinate for the mercenary group Item, performing menial tasks like supply delivery and chauffeuring. His life shifts when Takitsubo Rikou, a Level 4 esper and Item member, saves him during a conflict with the Level 5 esper Kakine Teitoku. This act challenges his self-loathing and sparks feelings for Takitsubo. When Item's leader, the Level 5 esper Mugino Shizuri, targets Takitsobo in vengeful rage following Item's collapse, Shiage chooses to protect her despite his powerlessness. He defeats Mugino three times through resourcefulness, tactical ingenuity, and weapon improvisation—creating compressed gas guns or repurposing construction equipment—exploiting her overconfidence and emotional instability.

These victories mark a turning point, transitioning Shiage from self-preservation to protecting others. During World War III, he aids Russian villagers against mercenary attacks and later negotiates with Academy City's Board of Directors, using his discovery of the Parameter List—a system predetermining esper potential—to secure safety for himself and Takitsubo. His actions repeatedly disrupt Aleister Crowley's plans, cementing his role as an anomaly in Academy City's calculations.

Shiage evolves beyond his initial bitterness, forgiving Mugino after witnessing her vulnerability, facilitating Item's reformation, and forming bonds with allies like Fremea Seivelun (whom he protects as a younger sister figure) and Kuroyoru Umidori. He demonstrates loyalty and empathy, convincing Acqua of the Back to value his life and collaborating with former enemies like Accelerator for shared goals. His relationship with Takitsubo remains central, driving him to seek unconventional methods to cure her Body Crystal dependency, including enlisting a magician's aid during their escape to Russia.

In *A Certain Scientific Railgun T*, Shiage appears briefly in the Dream Ranker Arc as Item's errand boy, delivering goods and driving for Frenda Seivelun; his interactions highlight comedic perversion and his initial subservient role prior to later development.

Shiage possesses skills in expert driving, marksmanship, close-quarters combat, lock-picking, and improvisation of weapons from everyday objects. The supernatural entity Aiwass describes him as someone without talent who becomes a hero solely for those he loves—a contrast to protagonists like Touma or Accelerator. By the series' conclusion, he forms the "Hamazura Brigade" (also called New Item), living with Takitsubo, Mugino, Kinuhata Saiai, Fremea, and later Kuroyoru, symbolizing his journey from an isolated delinquent to a protector of found family.
