Description
Ryuichiro Nomaru, whose name symbolically combines "dragon," "one," "son," "field/wilderness," and "round," is a middle-aged former Secretary General of the Liberal Justice Party and a former member of Japan's House of Representatives. Affiliated with the Jimei party, he emerges as a candidate in the Shiniki mayoral election. Shiniki is a newly established autonomous district west of Tokyo designed as an experimental zone for testing new laws and regulations free from existing systemic constraints. Nomaru presents as elderly with short hair and consistently wears formal suits.
His campaign positions him against rival candidate Kaika Itsuki. Nomaru maintains connections to individuals involved in broader conspiracies, including his private secretary Tomokazu Ano, linked to the suspicious death of anesthesiologist Shin Inaba. During an investigation led by prosecutor Zen Seizaki, Nomaru personally intervenes, unexpectedly appearing during Seizaki's presentation to superiors to explain Shiniki's purpose, signaling his political influence. Nomaru's campaign faces a critical setback during a public debate when opponent Kaika Itsuki weaponizes Nomaru's undisclosed strategy against him, effectively ending his electoral prospects.
