Description
Ryūichirō Nomaru, Former Secretary General of the Liberal Justice Party, is a prominent middle-aged candidate favored to win the mayoral election for Shiniki – an independent city established as a testing ground for experimental laws and governance structures. His political influence intersects with critical events, including investigations into falsified pharmaceutical test results and suspicious deaths.

Nomaru's secretary, Tomokazu Ano, is linked to a prostitution ring targeting key voting bloc leaders for support, drawing investigator scrutiny. Ano is further connected to Dr. Shin Inaba, who died under suspicious circumstances involving a bloodstained document marked with repeated letter "F". Despite these associations, Nomaru actively urges investigations into Shiniki's mysterious deaths, demonstrating a commitment to lawful inquiry even amidst political sensitivities and initial investigative stagnation.

Personally engaging with investigators, Nomaru reveals Shiniki's core purpose as an experimental zone for testing legislation free from existing constraints. He underscores the significance of his political opponent, Kaika Itsuki, in advancing radical legal reforms, notably the controversial suicide legalization law. Nomaru's position places him at the center of navigating complex conspiracies involving electoral manipulation and societal engineering within Shiniki.
