Description
Kurutsu commands Army 501, the organization specializing in cyberization and military operations. This group oversaw Motoko Kusanagi's full cyberization after her parents' death, retaining ownership of her prosthetic body until she gained legal control. Kusanagi was slated to eventually succeed Kurutsu as leader had she remained.

Within the Arise narrative, Kurutsu engages in covert actions. She directs operations tied to an arms-dealing scandal in Border 1: Ghost Pain, leading Kusanagi to uncover the 501's corruption and sever ties. Later, in Border 5: Pyrophoric Cult, Kurutsu acquires a silver orb-like device and refines the Fire-Starter virus, a cyberbrain-hacking weapon that manipulates memories and behavior.

In The New Movie, Kurutsu appears assassinated alongside Japan's Prime Minister during a Fire-Starter virus-linked terrorist attack. This assassination is later revealed to involve only a remotely controlled prosthetic body. Kurutsu's true identity is that of a proxy for "Chris," a disabled girl from Kusanagi's orphanage who cannot undergo cyberization due to her physical condition. Chris employs multiple puppets like Kurutsu to advance her goal: transcending physical bodies by uploading human consciousness into the global network. This digital ascension offers a solution for those facing cyberbrain obsolescence. Kurutsu's actions, including refining and deploying the Fire-Starter virus, serve Chris's plan to facilitate this liberation from cybernetic dependency.
