Jirô Tomitake recurs across multiple series installments, initially posing as a freelance photographer specializing in wild birds in Hinamizawa, visiting several times yearly. This role masks his true assignment as an auditor for the secret organization "Tokyo," monitoring Hinamizawa Syndrome research at the Irie Clinic. He operates under the alias "Tomitake Jirô."

His background includes prior service as a First Lieutenant and sniper instructor in the Japan Self-Defense Forces. A vision-impairing accident shifted him from active sniper duty to instruction. This military experience grants him combat and surveillance proficiency, demonstrated in later arcs. His photography hobby aligns with sniper skills, requiring steady hands and patience.

Tomitake typically dies shortly after the Watanagashi Festival in many arcs, clawing his own throat—a symptom of Hinamizawa Syndrome's terminal Level 5 stage. Investigations rule out external causes like drugs, attributing death to "Oyashiro's curse." In the *Rei* OVA, Tomitake appears non-lethally within a "fragment" world devoid of Hinamizawa's cyclical tragedies. His role is minimal, reflecting the arc's focus on Rika's psychological journey rather than expanding his character development.

Physically, he is a muscular man in his late 30s with short light-brown hair and glasses.
