Muscle Ōkama, alternately known as Masuo Ōkama or Muscle Ōkamanov during his diplomatic tenure, is a founding member of the esper terrorist group P.A.N.D.R.A., maintaining over a decade of affiliation with consistent appearance. He presents as a tall, muscular figure with tan skin and blonde hair, habitually clad in sunglasses, a jacket, and boots without pants in flamboyant, homosexual-themed fashion. His demeanor is overtly theatrical and relaxed, marked by perpetual hip swaying and exaggerated mannerisms that evoke the "Hard Gay" archetype, often unsettling those around him.

Within P.A.N.D.R.A., he functions as caretaker and combat trainer for younger recruits Yō Fujiura, Shirō Magi, and Momiji Kanō. His eccentricities obscure what would otherwise be perceived as a paternal role among the group. Later, under P.A.N.D.R.A.'s arrangement with the Roviet Union, he adopts the alias Muscle Ōkamanov as Roviet Ambassador to Japan. This fabricated identity positions him as an elite Roviet university graduate and legal guardian for P.A.N.D.R.A. orphans in school. Despite chafing at formal attire, he executes diplomatic duties with notable proficiency.

His primary esper ability, Petrification, synthetically merges Transmutation and Chronokinesis to transform targets into stone or metal—immobilizing living beings without temporal decay, thus preventing death. A weaker self-application enhances his physical durability and striking force while preserving mobility. He channels psychokinetic energy through his crotch for the focused petrification beam "Big Magnum," later evolving it into the area-effect "Super Big Magnum." Additionally, he commands multiple snakes through an ability analogous to the Ring of Solomon, subsequently petrifying them.

His relationships in P.A.N.D.R.A. emphasize his supportive function, though his unconventional behavior complicates interactions. The crotch-based attacks and snake charming incorporate overt phallic symbolism and homosexual stereotypes.
