Tobi is a wandering adventurer who trades intelligence across the wasteland. Tobi enters the conflict between Last Land and Freedom Village after Kenshiro rescues him from an ambush by Sanga's forces while he aids villagers searching for uncontaminated water.

He harbors a secret affection for Sara, a Freedom Village healer employing pressure point knowledge for medical treatment. When Sara's acupressure techniques partially restore Bista's memory, Tobi leverages their familial bond to orchestrate a religious uprising within Last Land, inciting jihad against its leadership following Sanga's death. This strategy positions Tobi as an influential figure in the subsequent power struggle.

However, the authority gained during the rebellion corrupts Tobi. His initial altruism erodes as he prioritizes control and vengeance, fueling regional instability. His downfall comes through betrayal; associate Chess mortally wounds him by stabbing him in the back with dual scimitars. In his final moments, Tobi explains his motivations for instigating the religious war before dying. His arc traces a journey from determined seeker to compromised revolutionary, ending tragically under power's corrosive influence.
