Description
Noriega, a corrupt senator entrenched in Judoh’s criminal-political landscape, engineers violent schemes to expand his authority. He orders the assassination of investigator Romeo Visconti to obstruct scrutiny of underworld finances and directly targets the Leonelli crime family, executing Ian Naruse—a bodyguard loyal to Clair Leonelli—and severing the victim’s hand as a visceral warning. Though positioned as a high-ranking antagonist, Noriega’s power is revealed to be a facade; he operates under Shun Aurora, a shadow mastermind steering a broader conspiracy. Their alliance fuels a military coup via the Liberation Army, eroding Judoh’s governance to destabilize the city.

At the Leonelli headquarters, Noriega meets his end when the wounded but defiant Giobanni Gallo guns him down before a crowd of mobsters, exposing his vulnerability despite his orchestrated dominance. A manipulator of legal systems and clandestine alliances, Noriega leverages intimidation, assassination, and political clout to serve personal ambition. His death unravels only the surface of deeper machinations, underscoring the corrosive interplay between overt powerholders and hidden puppeteers in Judoh’s dystopian strife. His demise catalyzes shifting conflicts among law enforcement, crime syndicates, and political players, laying bare the city’s systemic rot.
