TV-Series
Description
Doctor Green leads the Eastern Bloc's Supernatural Power Research Facility, holding recognition as its preeminent researcher into supernatural abilities. His facility intensely studies mutants, guided by the philosophy that their powers possess military potential – a direct contrast to the Western Bloc's policy of mutant extermination.

He consistently refers to the mutant children under his care as "experimental materials," though his personal feelings toward them remain unclear. Green collaborates with Loki, an Eastern Bloc agent later revealed as Mylene Hoffman's younger brother. Together, they devise a plan to rescue psychic mutant children from experimentation and extermination programs across both blocs.

Their strategy involves deploying these children as unwitting psychic weapons to provoke full-scale war between the Eastern and Western powers. Green and Loki intend this conflict to destroy both superpowers, paving the way for a world dominated by mutants. This approach defines him as a well-intentioned extremist, driven by the goal of saving mutants yet willing to achieve it through global warfare and the instrumental use of children.

The character's background story, origins, or development beyond this primary narrative function remain undetailed. His role is confined to his actions within the main plot concerning the mutant children and the attempted instigation of war.
