Description
Juzo Hasegawa commands the Cyber Police unit in 2808, managing a program where convicted criminals earn sentence reductions by undertaking high-risk missions. He ensures compliance via explosive collars fitted to three primary operatives: Sengoku, Gogul, and Benten. These collars detonate if missions overrun time limits or operatives disobey. Hasegawa carries a distinctive gold lighter, functioning as both communication device and remote detonator controller, often using it while smoking cigarettes.

His leadership is pragmatic and devoid of ethical conflict over lethal enforcement. He readily threatens collar detonation, exemplified by commands like "get your ass down the station now, and if you’re very lucky I won’t explode the collar around your worthless neck." While he imposes particularly stringent measures on the rebellious Sengoku, Hasegawa acknowledges latent capabilities in all three operatives and reduces their sentences post-successful missions.

A traditional jitte—a dagger-like Edo-era law enforcement symbol—is placed before new recruits, embodying authority and demanding absolute obedience, reflecting Hasegawa's integration of historical symbolism.

His past includes a professional setback 15 years prior: the forced termination of his investigation into the disappearance of an individual named Amachi, due to external pressure from a figure named Kurokawa. Lingering resentment over this withdrawal persists.

Hasegawa maintains a working relationship with his secretary, Okyo Jonouchi, who assists in mission coordination and demonstrates empathy toward the criminal-operatives. Though operating within legal boundaries, Hasegawa prioritizes results, willing to sacrifice operatives if necessary or leverage their efforts for departmental gain.
