Description
Hideyuki Makimura is a former police detective who serves as the original partner and closest friend of Ryo Saeba, the protagonist of City Hunter. Though he appears only briefly at the very beginning of the story, his presence is a foundational pillar for the entire series. He is the adoptive older brother of Kaori Makimura, having been entrusted with her care by his father, a police officer who brought the infant Kaori home and told a young Hideyuki that she was now his sister. Despite having no blood relation to Kaori, he raised her with great kindness and devotion, effectively acting as her parent after their father passed away.

Before becoming a private detective, Hideyuki followed in his father's footsteps and joined the police force, where he was a colleague of the sharp and influential detective Saeko Nogami. The two were known for their effective partnership. However, following a tragic incident in the line of duty that resulted in the death of a fellow officer, Hideyuki felt a profound sense of responsibility and chose to resign from the force. After leaving the police, he teamed up with Ryo Saeba, forming the "City Hunter" duo that would take on dangerous jobs from clients in the seedy underbelly of Shinjuku. In this partnership, Hideyuki typically played the role of the calm, responsible straight man. He was the one who handled client confirmations, gathered crucial information, and managed the logistics of their operations, often trying to rein in Ryo’s more impulsive and eccentric habits.

In terms of personality, Hideyuki is portrayed as a calm, composed, and gentle individual with a powerful sense of justice. He is level-headed and professional, contrasting sharply with Ryo’s wilder demeanor. He was murdered by a powerful criminal syndicate, known as Union Teope in the manga and as the Red Pegasus drug organization in the anime adaptation. He was killed because he refused to cooperate with or accept a deal from the gangsters. Mortally wounded, he managed to make his way to Ryo and, with his last breaths, gave his partner two final requests: to take care of Kaori, and to give her a ring, which was a keepsake from her real mother that had been entrusted to him by his father. This death occurs on Kaori's twentieth birthday, a day on which Hideyuki had planned to finally reveal the truth to her about their non-biological relationship and her true origins. His dying wish directly leads to Kaori becoming Ryo’s new partner, setting the stage for the series' central dynamic.

His key relationships are few but immensely significant. His bond with Ryo Saeba is one of deep friendship and professional trust. Ryo is deeply affected by Hideyuki's death, and the loss serves as a recurring emotional touchstone for him throughout the series, with Ryo often muttering about the burden of the promise he made. His relationship with Kaori is that of a protective and caring older brother who sacrificed to raise her. His legacy lives on through her as she inherits his role as Ryo’s partner. Furthermore, his revolver, a Colt Lawman MK III, is left to Kaori and becomes a significant object in the story. His relationship with his former police colleague, Saeko Nogami, is also important; there is a strong undercurrent of deep affection and unresolved romantic feelings between them, and his death leaves a lasting impact on her as well.

In terms of development, while Hideyuki himself does not have an arc due to his early death, his character is fleshed out through flashbacks and the memories of other characters. As a former police officer, he was proficient with firearms, and his personal weapon of choice was the Colt Lawman MK III.357 Magnum revolver. He was also an expert information gatherer, a skill that was invaluable to the City Hunter operation. Beyond combat and investigation, he was also a capable caretaker and manager, keeping their professional and domestic lives running smoothly. He favored a first-generation Mazda Carol for transportation in the manga, while the anime depicted him driving a yellow Volkswagen.
