Description
Richard Wong, a Hong Kong Chinese man endowed with time-manipulation psychic abilities, originated as the rejected illegitimate son of a major trading company president. His innate intelligence propelled him to lead that same company, though his ambitions targeted global conquest. Initially posing as a calm, polite consultant and strategist for Keith Evans within the psychic organization NOA, Wong concealed a ruthless, manipulative nature. He plotted against Keith, deeming him an obstacle. During Keith’s clash with Burn Griffiths, Wong detonated NOA’s base to eliminate both; Keith survived the destruction. Wong then kidnapped Emilio Michaelov, brainwashing him into servitude, and founded the world-conquering Psychic Army. Keith restructured NOA into Neo-NOA to counter him.

Wong conducted unethical psychic experiments, converting Chris Ryan into the loyal combat bioroid Sonia by erasing her identity—part of his "Artificial Psychiccer Project" to transform humans into psychics. Anticipating Keith’s opposition to human testing, Wong destroyed NOA, allied with external militaries, and traded his former comrades for command of the Army’s psychic unit.

In the OVA, Wong publicly supported Keith’s war on humanity while covertly advancing his own agenda. He aided in proclaiming Noah as a psychic nation yet schemed to usurp control, deliberately inflaming conflict between psychics and non-psychics to exploit the chaos. His orchestration of global psychic persecution positioned him as a benefactor while pursuing domination.

Wong’s time-manipulation powers enable teleportation, mirror-image decoys, and temporal slowdown or stoppage. His techniques include "Illusion of the Void" for evading attacks during knockback, "Eternal Invitation" to decelerate opponents, and "Perfect World" for complete time halts—though the latter exhausts significant psychic energy. His combat style prioritizes evasion and psychological pressure but suffers from limited attack range and slow recovery after missed throws.

Outwardly composed and courteous, often smiling, Wong masks a calculating, egocentric psyche devoid of empathy. He views others as expendable instruments, justifying human experimentation, brainwashing, and mass destruction through a belief in his inherent superiority and right to rule. Remorselessly, he dedicates every action solely to amassing power.
