Description
The Penguin Emperor rules the Penguin Empire as its primary antagonist. Originating from a parallel world, he arrived due to teleportation experiment malfunctions. During his early travels, he encountered the orphaned Rikantz Seaberry. They journeyed together briefly before he provided her financial support and left her in a settlement for safety. This encounter forged a lasting connection, leading him to affectionately call her "Ritz" and maintain a consistently gentle, protective attitude towards her, despite his species' typical perverse nature.

After years of effort, he reestablished his empire on Earth, launching conquest plans. His forces deploy penguin-shaped robots and technology that transforms humans into penguins. Though framed as an invader, his empire demonstrates notable restraint in conflicts, actively minimizing city damage. They also enforce policies reducing suggestive media production and distribution. Public perception gradually shifts, viewing the Penguin Empire as heroes while labeling the Daimidaler pilots as disruptive.

His initial campaigns face strong resistance from Kōichi Madanbashi and Kyōko Sonan, pilots of the robot Daimidaler, who repeatedly thwart his schemes. A major confrontation seemingly results in Kōichi's death defending Kyōko, temporarily weakening opposition. Seizing this opportunity, the Penguin Emperor achieves societal integration, embedding his empire within human civilization. However, this success introduces a new formidable adversary: Kiriko Kiyuna.

His leadership emphasizes treating subordinates like family, fostering deep loyalty. While driven by conquest, his complex background and specific relationships, particularly with Rikantz, reveal layers beyond a simple antagonist role.
