Retsu Kaiō, born Eishuu Retsu and once called Shaoron Retsu, mastered Chinese Kenpo through rigorous training at Heilongjiang's Bailin Temple under Kaiou Ryuu and Kaiou Kaku. Initially barred from the Kaiou title exam—potentially as his master's motivational ploy—he earned the rank by carving flawless stone spheres barehanded. His early years included accidentally killing a sparring partner, though repercussions were unrecorded.

Standing 176 cm (5'9") and weighing 106 kg (233 lbs), Retsu had black hair in a single braided pigtail, tanned skin, and thick scythe-shaped eyebrows. He typically fought shirtless in dark Shaolin pants and boots. After losing his right leg and shoulder to the prehistoric Pickle, he wielded a pegleg without compromising mobility.

His combat prowess fused Chinese Kenpo with diverse disciplines. Core techniques included:
- **Sunkei**: A one-inch punch channeling Fa Jin energy.
- **Restoration**: Converting pain into euphoria to amplify power.
- **Shaori/Xiao-Lee**: Force-redirecting body manipulation.
- **Invisible Squash/Blinding**: Disorienting compressed-air bursts.

His power escalated from Small Building level+ (Maximum Tournament) to Large Town level+ (Baki-Dou), augmented by Restoration, kicks, and Shaori. He also mastered knives, kunai, shuriken, and a nine-section whip.

Debuting antagonistically in the Maximum Tournament, Retsu defeated Sergei Taktarov (Spinning Lotus), Mount Toba (exploiting knee weakness), and Katsumi Orochi (Sunkei countering Mach Punch). A near-fatal semifinal loss to Baki Hanma forged their rivalry into camaraderie. Post-tournament, he joined Katsumi's dojo, shifting from Chinese Kenpo supremacy to valuing all martial arts. Later, he guided Baki to China's Great Raitai Tournament to cure poisoning.

During "Search of Our Strongest Hero," he bested convicts Hector Doyle and Dorian. In "Son of Ogre," he sacrificed himself to spare tigers against Pickle, losing limbs after initial resistance. Recovered, he trained Katsumi for Pickle and joined boxing exhibitions—accidentally destroying equipment during tests while respecting Western techniques.

Facing Miyamoto Musashi in "Baki-Dou," Retsu deployed evolved Shaori to floor the samurai repeatedly, forcing seriousness. Musashi severed his spine and organs, prompting Retsu's dying acknowledgment of Chinese martial arts' defeat. Reincarnated in "Baki Gaiden: Retsu Kaiō wa Isekai Tensei Shitemo Ikkō ni Kamawan," he battles new foes.

Personality-wise, Retsu evolved from arrogant impatience to disciplined open-mindedness, respecting diverse combat styles despite occasional impulsiveness (challenging Pickle/Musashi). His compassion surfaced when pitying the mentally disabled Kaiou Dorian, promising candy. He prioritized martial legacy over material gains, dismissing boxing rewards.
