Cathleen Bate, the top-ranked Pro Hero in the United States known as Star and Stripe, embodied her patriotic theme. Her muscular physique featured blonde hair styled into eight distinct tufts, a deliberate homage to All Might. Her costume integrated elements of the American flag: a striped bodysuit, star-studded gauntlets, a long cape, and a red domino mask consistent with Western superhero aesthetics. A pivotal childhood event shaped her destiny: Cathleen and her family were rescued from robbers in Los Angeles by a young Toshinori Yagi (All Might) during his U.S. exchange. This encounter profoundly inspired her pursuit of heroism, leading her to model her appearance and dedication to peace after All Might. She ascended to become America's number one hero, commanding unwavering loyalty from her squadron of X-66 fighter jet pilots, whom she called "brothers." Star and Stripe's personality blended boldness, selflessness, and a maverick streak. She defied the United Nations' deliberation process and U.S. government orders to aid Japan immediately during its crisis. Deeply valuing protection, she stood ready to sacrifice her career, reputation, and life to stop threats. Though she experienced moments of insecurity during training about matching All Might's strength, she remained driven by his ideals, inspiring fierce loyalty. Her Quirk, New Order, granted reality-warping power: by physically touching a target and verbally naming it, she could impose new rules or alter its physical properties. This enabled diverse effects like creating vacuums, solidifying laser beams into weapons, or granting herself immense physical strength. She typically reserved one of her two available "rule slots" to maintain permanent superhuman strength comparable to All Might's. New Order carried significant limitations: only two targets could be affected simultaneously, rules couldn't indirectly affect untargeted entities, and imposing rules on living beings required the target's self-identity to align precisely with the name she used—a fluid or conflicted self-identity caused failure. The physical enhancement also had an upper limit, preventing invincibility. Her ultimate moves leveraged New Order creatively: "Fist Bump to the Earth" solidified air into a giant, invisible construct of herself; "Keraunos" merged fighter jet lasers into a massive energy sword wielded by this construct; "State-of-the-Art Hypersonic Intercontinental Cruise Punch" redirected missiles using her air giant. Answering All Might's call for aid, Star and Stripe intercepted Tomura Shigaraki (possessed by All For One) near Japan. During their battle, she deduced his identity crisis prevented New Order from stopping his heart directly. She deployed her air construct and redirected missiles, nearly defeating him. However, Tomura decayed her face and began stealing New Order. As a final act, she removed her strength rule and imposed a new rule on New Order itself: "New Order rebels against other Quirks." This caused the Quirk to manifest as a vestige within All For One's mindscape, destroying several stolen Quirks before self-destructing. Star and Stripe's body decayed completely; she died smiling, saluting her comrades and mentally thanking All Might for inspiring her journey. Her sacrifice significantly weakened Tomura Shigaraki by destroying multiple Quirks, including the defensive "Reflect," leaving him more vulnerable for future battles. An ember of her will reportedly persisted within him as a lingering mental scar.
