King is the towering, aging leader of the Phage, a group infected by the Hemophage Virus. Depicted wearing masks and sunglasses, he is a fugitive with a high-value bounty on his head sought by the Central Government. He preaches to his fellow Phages, driven by the vision of creating a world where they live freely, unburdened by their disease.

As one of the pioneers who established Phage society, he worked alongside Luka Bloom's father. Following the father's death, King becomes a mentor to Luka, who assumes his father's former role as deputy leader of the Neo Tokyo Phage forum. King commands the deep respect of Luka and the wider Phage community for his unwavering dedication to their cause.

In the final confrontation, King faces Daxus II, leader of the Central Government. During their clash, King reveals that Daxus II is a clone, his father having contracted the Hemophage Virus and being incapable of siring a child. King dies at Daxus II's hands, but not before delivering a fatal blow, resulting in their mutual demise.
