Description
Ishtar, a goddess of beauty who descended to the mortal realm, established the Ishtar Familia in Orario. She possesses tall stature, brown skin, long dark purple hair, bright amethyst eyes, and a voluptuous figure. Her attire is minimal and revealing, typically consisting of red-orange garments resembling traditional Amazoness clothing: a single cloth piece barely covering her breasts and a matching ankle-length pareo. She remains barefoot and adorns herself with gold jewelry, including bracelets, anklets, necklaces, and a jeweled tiara.

Her personality is defined by extreme pride, vanity, and a one-sided rivalry with Freya, whom she resents for being widely regarded as Orario's most beautiful goddess. This jealousy fuels her constant scheming to overthrow Freya and seize power. Despite a composed and calculating exterior, Ishtar exhibits ruthless, cold-hearted traits, viewing others—including her own familia members—as expendable tools. She demonstrates no empathy, employing severe punishments for disobedience, such as ordering near-fatal beatings followed by personal sexual assault to break dissenters' wills, as seen with Aisha.

Ishtar holds distinct values regarding sexuality, considering it a sacred act fostering fertility and stability. She openly endorses prostitution and sexual exploitation. Her familia controls Orario's Pleasure Quarter, operating through forced prostitution and sex slavery; women are purchased as slaves from across the continent, while attractive men are kidnapped, charmed, and added to her personal harem or subjected to rape. Her second-in-command, Phryne Jamil, executes brutal acts including torturing and raping victims to death.

Her primary divine ability is Charm, enabling her to seduce and control mortals and gods through supernatural allure. This power fails only against individuals with specific resistances, like Bell Cranel's Liaris Freese skill.

Ishtar's downfall began with a plot to empower her familia using a Killing Stone, requiring the sacrificial destruction of a Renard's soul. She purchased Sanjouno Haruhime for this purpose, imprisoning her as a prostitute until the ritual. After her subordinate Aisha attempted to free Haruhime, Ishtar brutally punished her. Later, following her rape of Hermes to gain information on Freya's interest in Bell Cranel, Ishtar ordered Bell's kidnapping. She intended to rape him to provoke Freya, but his immunity to her Charm thwarted this; Bell escaped and rescued Haruhime during the ritual.

These actions provoked Freya's full retaliation. Freya's familia attacked the Pleasure Quarter, and Freya personally cornered Ishtar. After Ishtar failed to negotiate or flee, she demanded to know why Freya was considered superior. Freya replied "character" and slapped her, causing Ishtar to fall to her death. Her soul was forcibly returned to heaven, permanently banishing her from the mortal world and dissolving the Ishtar Familia.
