Description
Kojiro, known internationally as James, is a member of Team Rocket who has been a persistent opponent of Ash Ketchum since the very beginning of the Pokémon anime. In the miniseries Pokémon: To Be a Pokémon Master, which serves as the final chapter of Ash and Pikachu's journey, Kojiro continues to fulfill his role alongside his partners Jessie and Meowth.

Born into immense wealth, Kojiro grew up in a strict and unhappy household. He escaped a forced marriage and a life of luxury he despised to join Team Rocket, where he found a sense of belonging. This background explains his gentle and often refined demeanor, which contrasts sharply with his life as a bumbling thief. He is highly skilled in mechanics and engineering, often designing and building the elaborate machines the trio uses in their schemes. Despite his role as an antagonist, Kojiro has a deep and genuine love for Pokémon, which is often reciprocated in ways that cause him physical harm, such as being hugged by his Cacnea or bitten by his Carnivine.

His primary motivation throughout the series, including To Be a Pokémon Master, remains the same: to steal Ash Ketchum's Pikachu in an attempt to win favor with Team Rocket's boss, Giovanni. However, this goal is constantly undermined by his good nature and his absolute loyalty to Jessie and Meowth, who are his true family. In the final arc, the trio experiences a brief falling out after one of their plans backfires, causing them to separate and take up jobs in a cafeteria at Team Rocket headquarters. This separation is short-lived, as Kojiro and his partners quickly realize they are lost and unhappy without one another. They reunite, rekindle their commitment to their lifelong mission, and resume their chase of Ash and Pikachu. In the final episode, they are blasted off once again but vow to continue pursuing the duo forever, embodying the series' theme of endless adventure.

Kojiro's relationships define his character. His partnership with Jessie is the most significant, a deep and loyal bond that has remained unshakeable across every region and every failure. His bond with Meowth is equally strong, and together they form an inseparable trio. He shares incredibly affectionate relationships with his Pokémon, many of whom he is extremely reluctant to part with. Notable Pokémon in his care during this final arc include Morpeko, who was attracted to the team by its love for food, and Mime Jr., which chose to join him after seeing his sadness over losing Chimecho. His childhood connection to his Pokémon, such as the Growlithe he left at his family home, highlights his capacity for deep emotional attachment.

Kojiro does not undergo a radical transformation in To Be a Pokémon Master, but his role is solidified. The arc reaffirms that his true motivation is not ambition within Team Rocket, but the comfort and belonging he has found with his small, dysfunctional family. His development emphasizes that he is incapable of being a truly evil villain, as his inherent kindness and loyalty repeatedly triumph over any desire for professional success within the criminal organization. His notable abilities include his mechanical expertise, his knack for crafting Pokémon-themed disguises and vehicles, and his surprisingly competent skills in Pokémon activities such as Pokémon haiku and the PokéRinger.
