Foien Li, also known as Huo Yan Li, once commanded Special Fire Force Company 1 as a Third Generation pyrokinetic captain. He sports short, shaggy blond hair that partially veils his face, a chin strip, and a dark cassock topped with a high-collared overcoat, accentuated by a cross-shaped pendant. During a White-Clad ambush, he sacrifices his right arm to a fire arrow while shoving Karim Flam to safety.
Balancing a laid-back demeanor with steadfast responsibility, he contrasts with comrades Karim and Rekka Hoshimiya. A strict enforcer of brigade etiquette, he upholds dress codes and protocols while maintaining faith in the Holy Sol Temple as a hope symbol, distinguishing its compromised structure from the White-Clad’s apocalyptic aims.
As a Third Generation pyrokinetic, he wields flame generation and precision hand-to-hand combat to eradicate Infernals swiftly. Despite his injury, he adapts his techniques, retaining lethal efficiency.
His pivotal arc begins with investigating Rekka’s artificial Infernals—a mission culminating in Rekka’s death and Foien’s maiming. Promoted after Leonard Burns’ departure, he leads counterattacks against White-Clad-engineered Infernal outbreaks preceding the Great Cataclysm. In Asakusa, he coordinates evacuations and clashes with a Demon Infernal before Benimaru Shinmon’s intervention. Grappling with faith’s moral ambiguities and leadership burdens, he later joins Karim to probe White-Clad experiments at St. Raffles Convent, exposing doppelgängers’ ties to the Adolla Burst. During reality’s collapse, Shinra Kusakabe’s temporal reset erases his existence, later restored in the rewritten world.
The name “Huo Yan” phonetically mirrors “火焰” (flames), reflecting his pyrokinetic core. His dynamic with Karim intertwines strained loyalty and shared guilt over Rekka’s betrayal, anchored by mutual respect.
