Ōchi Fukuchi is a tall, middle-aged man with light spiky hair, two strands falling across his face, and an upward-curling mustache. His hairline forms a lightning bolt shape on his left forehead, and he bears three claw-like scars on his right cheek. Vibrant purple eyes, marked by noticeable wrinkles beneath, complete his visage. He typically wears a modified Hunting Dogs military uniform—dark green or red in adaptations—with rolled sleeves, white half-palm gloves, tall black boots, and a cape, rarely donning the hat. In his youth, he wore a kendo hakama and keikogi.
As captain of the Hunting Dogs, Fukuchi cultivates an eccentric, boastful persona, displaying vulgar or shameless behavior like flatulence during meetings or public drunkenness. This facade conceals his true identity as Kamui, the colder, ruthless leader of the terrorist group Decay of the Angel. Despite this duality, he maintains a core of honor, offering adversaries fair choices in combat and inspiring deep loyalty through genuine charisma. His actions stem from profound trauma during the Great War 14 years prior, where government orders forced him to torture and kill soldiers, civilians, women, and children. This convinced him war is state-sanctioned hell, leading to his belief that eradicating nations is the path to lasting peace.
His life centers on a lifelong bond with Yukichi Fukuzawa, forged after Fukuchi infiltrated Fukuzawa's martial arts dojo in their youth. They trained together under a government-run swordsmanship school, sharing a mutual acquaintance named Kin. After Fukuzawa declined to join him in the war, their paths diverged, though Fukuchi secretly retained respect for his friend. Twelve years ago, he attended the founding ceremony of Fukuzawa’s Armed Detective Agency. His drunken outbursts—including urinating on the agency’s doorplate—were misinterpreted by Fukuzawa as grief over his own life’s purpose. Fukuchi was the first guest to arrive, underscoring their enduring connection.
Four years after the agency’s founding, Fukuchi defeated the vampire Bram Stoker using the Holy Sword Soluz Levni, severing Bram’s torso. This granted him control over Bram and other vampires via a mark etched on his hand, catalyzing his dual identity. Publicly, he became a globally revered Hunting Dogs captain, celebrated for feats like neutralizing werewolf experiments and vampire outbreaks. Privately, he orchestrated Decay of the Angel’s operations, using Bram’s power and the time-manipulating sword Amenogozen—enhanced by his ability, Mirror Lion—to frame the Armed Detective Agency for terrorism. His endgame involved uniting world governments under a single military force ("Human Army") to eliminate national borders, aiming to prevent a future war predicted to kill 210 million people.
Fukuchi’s ability, Mirror Lion, amplifies the power of any weapon or object he holds by 100-fold. Combined with Amenogozen—which cuts space-time to rewind events seconds into the past—he anticipated and nullified attacks, achieving near invincibility in combat. His espionage skills, honed during military service where he earned the epithet "The Man of a Hundred Faces," enabled him to infiltrate organizations and maintain his Kamui alias undetected for years. He mastered martial arts, particularly the aikido throw kote gaeshi, and underwent physical enhancements augmenting his strength.
In his final confrontation with Fukuzawa, Fukuchi revealed his true goal: to be killed by his friend, ensuring Fukuzawa emerged as the global hero who could wield the "One Order" to halt the vampire pandemic. When Fukuzawa refused, Fukuchi directed his subordinate Teruko Ōkura to deliver the fatal blow. As he died, Edgar Allan Poe’s ability showed both men a vision of their shared past, reconciling their fractured bond. Fukuchi perished believing his sacrifice would forge a war-free world.
