Description
Heikurō Tōdō, born September 25, 2140, in Kochi Prefecture, Japan, rose to become General Commander-in-Chief of the Earth Federation Defense Force and the United Nations Joint Forces. He was the older brother of Shino Todo and married Chiaki Todo, with whom he had a daughter, Saki Todo. Beginning his career as a United Nations administrator and executive, he maintained a long friendship with Admiral Jūzō Okita despite not initially serving in the military.
As Chief Executive of the Far-East District at the Garmillas War's outset, his family evacuated early to underground cities during Earth's 2192 planetary bombardment. This relocation severely impacted Chiaki's mental health, culminating in her suicide. Following Earth's receipt of Iscandar's offer in 2198, the United Nations initiated Program Yamato, appointing Tōdō as Chief of Program Yamato Headquarters. Simultaneously leading the UNCF Strategic Planning Office, he uncovered sabotage by Project Izumo supporters and recruited Toru Hoshina as a double agent to infiltrate the faction.
During early 2199 Pluto operations, Tōdō coordinated from Far-East District Headquarters. He later participated in video conferences concerning Space Battleship Yamato's launch and assisted its takeoff. As Earth's situation worsened, he suppressed riots in the Far East District with force and expressed doubts about Yamato's fate to Commander Hijikata until its return on December 8, 2199.
Rising to General Commander-in-Chief between 2199 and 2202, Tōdō reluctantly supported constructing a wave-motion gun fleet and utilizing "time fault" acceleration during postwar reconstruction, actions conflicting with the Earth-Iscandar Treaty and Garmillas-Earth Interim Agreement. In late 2202, he coordinated with the Greater Garmillan Empire to retake the Gatlantis-occupied eighth floating continent. When a damaged Gatlantean warship threatened Earth, he ordered evacuation underground; Yamato intervened, destroying the warship and averting disaster.
Tōdō denied Susumu Kodai's request to investigate Teresa of Telezart and explicitly refused to acknowledge the time fault's existence. When Yamato's crew rebelled for the Telezart mission, he surveilled the ship, issued an ultimatum offering amnesty for surrender, and deployed troops to seize it.
