Description
Kazumichi Irie is an Enforcer serving in Division 1 of the Public Safety Bureau's Criminal Investigation Department, identifiable by his call sign Hound 3. Standing at 187 cm with a muscular build, he has short dark brown hair, dark brown eyes, and a goatee, typically wearing an unbuttoned black suit jacket over a white dress shirt and a loosely knotted black tie. At 33 years old, he brings a distinct background to the team, having been born and raised in the slums of the abandoned zone of Myogadani, an area so neglected that it lacked even a Cymatic Scan system.
Before becoming an enforcer, Irie was a former operative of Haruki Enomiya, considered one of the leader's top fighters. His path toward law enforcement began after contact from the former inspector Akane Tsunemori, which inspired his shift away from gang life, and he was later formally recruited by Mika Shimotsuki. One of his primary motivations for joining the Public Safety Bureau stems from a deep-seated desire to help the inhabitants of the slums where he was born, as he became frustrated with the way these areas and their people were treated as disposable and neglected by Sibyl society. This purpose is well-known to his colleagues.
In terms of personality, Irie initially presents a sarcastic, mischievous, and sometimes deliberately troublesome demeanor. When first paired with new inspectors Arata Shindo and Kei Mikhail Ignatov, he displayed an uncooperative attitude, made snide remarks about them being elites, and along with fellow enforcer Tenma Todoroki, acted with arbitrary authority by threatening immigrants with a Dominator. However, this front hides a more complex character who is jovial, humorous, and ultimately dependable. He genuinely cares about protecting innocent people, particularly marginalized communities, and demonstrates a fierce loyalty to his team as he grows to trust them. As someone with a background as a soldier who respected hierarchy, he was initially wary of latent criminals, but he slowly warmed up to Arata when he saw the inspector's dedication to pursuing cases even while breaking protocol, ultimately coming to see him as a reliable partner.
Irie has several notable relationships within the division and beyond. He shares a particularly strong camaraderie with Tenma Todoroki, with whom he frequently engages in collaborative antics and mischief. He also has a close working bond with analyst Sho Hinakawa, with whom he has an A+ compatibility rating according to the Sibyl System. On the other hand, his interactions with enforcer Mao Kisaragi are characterized by an unreciprocated romantic interest, leading to a D- compatibility rating and visible annoyance from Kisaragi, although he successfully gave her a music box for her birthday. Outside the bureau, he maintains connections to his old slum contacts and was once considered the number one soldier for a yakuza leader named Numakura before his recruitment. He also has a strained relationship with Oishi, a former associate from his Enomiya days, whom he faced in combat as an adversary.
Throughout the series, Irie develops from a seemingly obstructive figure into a trusted and invaluable member of Division 1. As a native of the slums, he serves as an essential guide for his colleagues in these dangerous districts and acts as a key source of information, having functioned as a human intelligence asset for Akane Tsunemori. He expressed profound gratitude toward Mika Shimotsuki, acknowledging that without her work continuing after Tsunemori, he might have ended up a corpse in the slums. Irie is also a formidable combatant, preferring bare-handed fighting over the Dominator. His skills are considered among the best of the fighters trained by Enomiya, and he demonstrated this by overwhelmingly defeating Oishi in a one-on-one fistfight without sustaining a single hit. On one occasion, he even extinguished a cigar in his own palm to project courage, though he later lamented the pain. His operational record includes leading the team into his home district of Myogadani to gather intelligence and later defending Bureau headquarters against an assault, consistently showing his dedication to his unit and his mission to protect others.
