Description
Fuurouta is a ghost-like entity capable of phasing through inorganic objects and transforming his entire form into animals, balloons, flies, or other humans, as well as partially altering individual body parts. He appears as a young boy with messy yellow hair and lime green eyes; his actual age is unknown due to his inability to age. He typically wears a baggy mechanic suit featuring a yellow star on the back, a red bow tie, rolled-up sleeves secured by light-brown straps, a white collar, red and black shoes, and pockets.

His personality is simple-minded and childlike, demonstrated by his use of powers for playful activities like detecting winning ice-pop sticks and executing pranks on children. He maintains this youthful demeanor and form indefinitely. His background includes apprehension by Jirō Hitoyoshi during a case, leading to his recruitment into the Superhuman Bureau, where he develops an attraction to fellow member Kikko Hoshino.

Fuurouta serves an operational role in key missions. During the Tartarus Bugmen incident, triggered by deforestation encroaching on their habitat, he halts their attack using an ancient virus. In the final conflict against antagonist Satomi, he fights alongside Bureau members Kikko, Jaguar, and Emi. Following this climactic confrontation and the widespread disappearance of superhumans, he remains active with Kikko, observing that while overt superhuman activities have diminished, some continue using abilities discreetly for benevolent purposes. Prior to the Bureau, his history involved primarily using his powers for amusement and pranks.
