Born November 21, 2084, in Tokyo to Tomomi Masaoka and Sae Ginoza, Nobuchika Ginoza's life shifted at age nine when his father entered rehabilitation due to a deteriorating Psycho-Pass. This event fueled his disdain for latent criminals and drove him to study law and criminal justice. He graduated from the 2nd Higashi Tokyo Secondary School in March 2100 and from Nitto Academy's Faculty of Law in March 2104. Joining the MWPSB that April, he completed training by September and became an Inspector in Division 01 by October. His emergency contact was his grandmother, Akiho Ginoza, in Tokyo's Adachi-ku. Standing 183 cm tall with black hair, green eyes, and a muscular build, Ginoza wore chin-length hair partially covering his face and non-corrective glasses as an Inspector, believing they preserved his Psycho-Pass. He dressed formally in black suits, white shirts, and ties, often adding a black pea-coat in the field. Witnessing his father's violent death in 2113 caused his Crime Coefficient to rise to 140, resulting in a two-month rehabilitation sentence and demotion to Enforcer. Post-demotion, he stopped wearing glasses, acknowledging his resemblance to his father, and adopted a brown trench coat similar to Masaoka's. He later received a prosthetic left arm after losing it on duty. By 2116, he grew his hair longer, styling it in a ponytail or manbun. As an Inspector, Ginoza maintained a rigid, data-driven approach, emotionally distancing himself from Enforcers, whom he viewed as "hounds." This stemmed from resentment over his father's demotion and that of his high school friend, Shinya Kogami—a friendship formed when Kogami defended him from bullies. Ginoza perceived their demotions as personal betrayals, fostering jealousy toward Kogami due to Masaoka's faith in him. He similarly warned new Inspector Akane Tsunemori against attachments to Enforcers, fearing for her Psycho-Pass, while ironically ignoring signs of his own deteriorating mental state, leading to severe anxiety and exhaustion after Masaoka's death. Demoted to Enforcer in April 2113, Ginoza underwent significant change. Working under Tsunemori, he revealed a more compassionate and protective side toward colleagues, excelling in field operations. He retained his Siberian husky, Dime, utilizing his Dog Therapist license, and pursued hobbies including gardening, coin collecting, tennis, skiing, and kendo. By 2120, he transitioned to the Ministry of Foreign Affairs Operations Department as a Special Investigator in the Suppressing Action Department, collaborating with Kogami to support Tsunemori's investigations. His relationship with Tsunemori evolved into mutual respect, advising her on cases and defending her against critics like Mika Shimotsuki. Ginoza's pivotal development centered on reconciling his past. After Masaoka sacrificed himself to save him, Ginoza visited his father's grave, accepting his own demotion and committing to detective work despite its hardships. This marked his embrace of their similarities, discarding earlier resentments. His personal motto shifted from "Do not betray" to "Believe," reflecting his transformed outlook.
