Description
Shiage Hamazura begins as a member of Skill-Out, a group of resentful Level 0 espers within Academy City's hierarchy. A true Level 0 with no detectable abilities, he endures constant mockery, fostering a deep-seated inferiority complex that convinces him he can never succeed. This drives him to Skill-Out's criminal activities, including ATM thefts utilizing his construction machinery knowledge. Following leader Komaba Ritoku's death, he reluctantly takes command but faces peer disparagement. His group's Academy City-orchestrated mission to assassinate Misaka Misuzu is thwarted by Kamijou Touma and Accelerator. Touma confronts Hamazura, challenging his use of Level 0 status as an excuse for violence and asserting that only those preying on the weak are despised, not all powerless espers. This defeat and Touma's words compel Hamazura to abandon Skill-Out, intensifying his identity crisis.
He subsequently becomes an errand boy for the dark-side organization ITEM, forming a bond with Level 4 esper Takitsubo Rikou. When ITEM leader Mugino Shizuri (the fourth-ranked Level 5) forces Takitsubo to use her ability despite lethal risks, Hamazura chooses to protect her. Despite lacking powers, he defeats Mugino by exploiting her overconfidence and the environment—such as tricking her into attacking a jet—showcasing resourcefulness in guerrilla tactics, firearms proficiency, and security hacking.
