Chisato Shirasagi is a student at Hanasakigawa Girls' Academy and a bassist for the idol band Pastel*Palettes. She has been active in the entertainment industry since she was a child, working as a young actress. Her birthday is on April 6th. On the surface, Chisato is typically mature, polite, and friendly, making it easy for her to get along with others. However, she possesses a surprisingly blunt and straightforward side that can be perceived as cold or condescending. This critical honesty emerges when she is annoyed or feels strongly about something, and she has admitted to disliking being controlled by others. Her decades of experience as a child actress have made her a realist, especially when it comes to the entertainment world, and she initially clashed with her bandmate Aya Maruyama over the latter's idealistic views. While confident in her own abilities, she dislikes it when others assume she can do anything.

Chisato has a complicated personal history that explains her guarded nature. During her elementary school years, she was more open with her emotions. However, after being told by producers to bottle up her feelings and never cry, she began to hide her true self, fearing how her classmates would react to her acting roles. Chisato's motivations and role in the story are closely tied to her band, Pastel*Palettes. Initially, she did not intend to be a serious musician and was ready to leave the group after their debut failed, believing the band would not last. The stubborn hard work and dedication of Aya Maruyama changed her mind, convincing her to stay and invest in the band's future. Watching Aya strive toward her dreams has in turn influenced Chisato to begin searching for a dream of her own, growing both as an actress and an idol through the new experiences of being in a band and attending college.

Chisato has several key relationships that shape her character. Her relationship with her childhood friend Kaoru Seta is significant and complex. The two met through their parents, and she is one of the few people unfazed by Kaoru's dramatic, prince-like persona, often responding with bluntness or teasing her with the childhood nickname Kao-chan. However, this dynamic stems from a deep history where Kaoru recognized Chisato's hidden vulnerability, leading Chisato to value the version of herself that she can be when she is with Kaoru, free from the need to perform. Outside of her band, Chisato also shares a close bond with Kanon Matsubara from Hello, Happy World!, whom she met in middle school and currently lives with as roommates.

In the comedic spin-off series BanG Dream! Girls Band Party! Pico, Chisato's established traits are often exaggerated for humorous effect. Her role as the pragmatic straight-woman is highlighted as she reacts to the more outlandish antics of her bandmates and other characters. Her notable abilities extend beyond playing the bass, as she uses a Fender Japan Jazz Bass Special. Outside of music, she is a bad painter, terrible at navigating train transfers, and has a strong fear of insects and frogs. However, she is physically flexible due to a nightly routine of stretching and massage, and she can handle eating very spicy food thanks to her experience in food reporting. She also owns a Golden Retriever named Leon and has a younger sister who often borrows her clothes without asking.
