Description
Kazunobu Chiba is a police detective serving in the Tokyo Metropolitan Police Department. He works within the Second Violent Crimes Investigative Division, Section 3, and is most often seen alongside Inspector Megure and fellow detective Wataru Takagi. Chiba is a young man in his mid-twenties with a stocky build and short, dark hair. A graduate of Teitan Elementary School, he retains a strong connection to his past.

Personality-wise, Chiba is generally lighthearted and easygoing, often providing a calm presence at crime scenes. He has a notable appetite and is frequently depicted eating, usually burgers and other fast food, often serving a comedic role. Despite his relaxed demeanor, he possesses a rigid ethical compass and a deep respect for the law. Colleagues praise him for his principled nature, as he believes that legal protocols must be followed by everyone, including himself, without exception. This strong sense of justice is a core part of his character.

One of Chiba's most distinctive traits is his lifelong love for tokusatsu, which are live-action special effects shows like Kamen Yaiba. This passion began in elementary school where he, as a member of the broadcasting committee, was instrumental in creating a tokusatsu film titled Kamen Baiya. As an adult, he maintains this interest, and his home is filled with figurines of his favorite heroes. Another quirky habit he possesses is a compulsion to check VHS tapes to ensure they have been rewound, a mannerism he believes he adopted from his older brother who worked at a video rental store.

Within the police department, Chiba holds a distinct and supportive role. Unlike many of his male colleagues, he has never harbored a romantic interest in Detective Miwako Sato. Instead, he is one of Wataru Takagi's closest friends and most loyal supporters, actively encouraging Takagi in his efforts to build a relationship with Sato and avoiding the romantic scheming of officers like Inspector Shiratori. His work often involves gathering crucial information from outside the immediate crime scene or transporting evidence to and from the lab, though he has also filled in as the lead inspector when Megure was unavailable.

Chiba's most significant personal storyline involves his childhood friend and love interest, Naeko Miike. When they were children, Chiba wrote her a love letter before she moved away. Naeko responded by writing a secret message on a VHS tape in their school's broadcasting room, intending for Chiba's characteristic sweaty palms to reveal the invisible ink. For years, he was unable to find the correct tape and never saw her reply. He eventually discovered the message as an adult with the help of Conan Edogawa and the Detective Boys. Ironically, he was reunited with Naeko shortly after without recognizing her; she had become a traffic officer and gave him a parking ticket. Her choice of career was directly inspired by Chiba himself, who had once scolded her for a minor traffic violation as a child, teaching her that small wrongdoings lead to bad habits. Their relationship continues to be a slowly developing subplot, with Chiba remaining oblivious to her true identity for some time despite working in close proximity.

Chiba has shown some development throughout the series. Initially a background character with minor cameos, he has grown into a more prominent supporting officer. While not a primary detective responsible for the most complex deductions, he demonstrates competence in his duties, particularly in gathering information and taking methodical approaches to legwork. His role as a reliable and morally grounded officer gives him occasional opportunities to conduct his own investigations and act as a steady partner to Takagi during various cases. His ongoing arc with Naeko highlights a more personal and vulnerable side to his character, showing his earnestness in matters of the heart.
