Isshin Chiba is a Japanese voice actor born on June 26, 1968, in Kesennuma, Miyagi Prefecture. He is affiliated with the Arts Vision talent agency. His real name is Kazunobu Chiba, which uses the same kanji characters as his stage name. After graduating from high school, he pursued his interest in stage acting by enrolling at the Katsuma Voice Actor's Academy in Tokyo, beginning his career in voice acting in 1990 at the age of 22.

Chiba is widely recognized for his extensive work in anime, video games, and film dubbing. One of his most prominent and long-running roles is that of Jin Kazama in the Tekken series, a role he has voiced since Tekken 3 in 1997.
