Despite his high standing, his strategic suggestions during major campaigns such as the Fourth Battle of Tiamat and the Sixth Battle of Iserlohn were frequently disregarded by the civilian leadership.

Greenhill's fundamental personality is defined by a deep sense of responsibility mixed with a quiet and somewhat reserved nature. He is one of the few senior officers to recognize the strategic genius of Yang Wen-li early in his career, demonstrating a sharp eye for talent that is not swayed by rank or convention. This foresight is paralleled in his personal life as the father of Frederica Greenhill, who would later become Yang’s adjutant. He is a widower, and his relationship with his daughter is one of deep, albeit complicated, affection.

His primary motivation stems from a profound disillusionment with the corrupt and stagnant civilian government of the Free Planets Alliance. Following the disastrous Invasion of the Empire and the catastrophic losses at the Battle of Amritsar, his frustration deepened as he witnessed the nation he served descending into inept and self-serving politics. Believing that the democratic system had become irredeemably corrupt, he concluded that only a forceful purge could save the state. This sense of duty drives him to become the public face and leader of the National Salvation Military Council, a cabal of officers who launch a coup d'état to overthrow the civilian government. His personal tragedy is that his decision is not purely ideological; he is motivated by a specific belief that by leading the coup himself, he can restrain the more radical and bloodthirsty elements within the military, acting as a moderating force to minimize the violence of the uprising.

In the story, Greenhill serves as the primary antagonist of the Alliance Civil War arc. For a time, his coup is successful, seizing control of the capital planet Heinessen and gaining the allegiance of a significant portion of the Alliance military. His role is that of a tragic opponent to Yang Wen-li, who refuses to recognize the National Salvation Military Council's legitimacy and moves to restore the legally elected, albeit corrupt, government. Greenhill’s actions force a confrontation that weakens the Alliance irreparably, exposing the fragility of its democratic institutions.

His key relationships are central to his downfall. His friendship with Arthur Lynch, a disgraced former prisoner of war, proves fatal. Greenhill trusts Lynch, partially due to their shared history and Lynch's strategic planning for the coup, unaware that Lynch is acting as an agent provocateur manipulated by the Goldenbaum Empire, specifically by Reinhard von Lohengramm. His relationship with his daughter, Frederica, is strained almost to the breaking point by the coup. He states that he gave up on her the moment he committed to the rebellion, though the narrative suggests a lingering paternal regret.

Throughout the conflict, Greenhill does not experience a traditional positive development but rather a tragic disillusionment. He begins as a man of action, believing in the righteousness of his cause, but is forced to witness the ugly reality of his rebellion as his subordinates commit atrocities, most notably the massacre of civilian protesters at a rally. This event, combined with the tactical victories of Yang Wen-li, erodes his position. His development culminates in the horrifying realization that his grand "noble cause" was merely a piece in an Imperial scheme to destabilize the Alliance, making him a pawn of the enemy he swore to fight. When faced with the final option to use the civilians of Heinessen as human shields to protect the orbital defense satellite Artemis’s Necklace, he refuses in horror and disgust, prioritizing the nation's future over a futile last stand.

As a military commander, Greenhill possesses notable strategic and administrative abilities. His long tenure as Chief of Staff indicates a high aptitude for military organization and logistics. He is regarded as a wise and capable officer, though his legacy is overshadowed by his political gamble. His primary ability is arguably his leadership and the respect he commands, which allows him to rally half of the Alliance's forces to his cause. However, this is contrasted by his inability to control the monsters he unleashed, demonstrating that strategic skill does not always translate to political control. In his final moments, after the destruction of Artemis’s Necklace, he attempts to shoot Lynch to erase the evidence of his manipulation, but Lynch shoots him first, leading to his death at the hands of the very man who orchestrated his ruin.
