A master strategist, he manipulates a prophecy foretelling the arrival of the Destroyer—a divine agent destined to purge Lingalind’s populace. Targeting Back Arrow, an amnesiac harboring dormant destructive powers tied to this mandate, Rudolf seeks to mold him into the prophecy’s instrument by reigniting his lethal potential.

Rudolf exploits Arrow’s anomalous Briheight, Muga, a weapon devoid of fixed Conviction that annihilates targets while sparing their operators. By forcibly reawakening Arrow’s suppressed purpose, he triggers catastrophic collateral damage, decimating Lutoh’s own military. His methods blend psychological manipulation—mocking Arrow’s anguish over the devastation—with remote control of Muga, leveraging the protagonist’s vulnerabilities to ensure compliance.

When Arrow defies him, Rudolf abandons his original design, pivoting to eradicate both the resistant Destroyer and Lingalind’s population.
