Tooru Kazama is Shinnosuke Nohara's classmate in the Sunflower class at Futaba Kindergarten, known for his immaculately groomed appearance and well-mannered demeanor. Academically driven, he attends cram school and English language classes, a dedication that occasionally lends him a know-it-all or snobbish air. Secretly, he harbors interests in magical girl anime and manga, along with crushes on several girls, which he strives to hide from peers.

His friendship with Shinnosuke is complex, marked by frequent frustration over Shinnosuke's teasing antics. Though Kazama repeatedly denies being best friends, their bond proves strong, with Kazama turning to Shinnosuke during moments of loneliness or distress. He also shares a hinted future romantic connection with Himawari Nohara, Shinnosuke's sister, blushing during their interactions and hand-holding.

During the "konjaclon" incident in "Densetsu o Yobu Odore! Amigo!", Kazama grows alarmed when his mother dances obsessively to samba music. Distressed, he accuses her of being an impostor. Her clone briefly contorts into a ghastly expression unnoticed by him. After fleeing with friends to a park, Kazama returns home only to be captured by clones of his mother and himself.

Imprisoned in the konjaclone facility alongside Shinnosuke's family and friends, Kazama witnesses the cloning process. Freed during Jackie and Amigo Suzuki's confrontation, he later aids in Kasukabe's liberation. Using Jackie's special formula during the dance competition, he helps melt konjaclone henchmen alongside Nene, Masao, Bo, and the Nohara family.

Kazama shares a close attachment to his mother, while his architect father—often working abroad—earns his admiration for English fluency. He is also a member of the Kasukabe Defense Organization with Shinnosuke and their friends.
