He loses his right arm to a fire arrow while saving Karim Flam from an attack linked to Rekka Hoshimiya.
Personality-wise, Foien is laid-back yet responsible, distinct from colleagues like Karim and Rekka. He avoids unnecessary conflict and emphasizes protocol within Company 1. Even after learning of the Holy Sol Temple's corruption and its ties to the White-Clad cult, he maintains his faith, focusing on the hope the church represents rather than its malicious actions. His involvement starts during an investigation into Rekka Hoshimiya, who was creating artificial Infernals. After Rekka's death by fire arrow, Foien saves Karim from a follow-up attack, resulting in his arm's severing. He later interprets this injury as a divine test while questioning Karim about the White-Clad's role in a major Tokyo fire. Following Leonard Burns' departure, Foien assumes command of Company 1. He coordinates responses to White-Clad-linked Infernal outbreaks and participates in critical events like the Asakusa Showdown, combating sentient Infernals and witnessing a Demon Infernal's emergence. During the Return to St. Raffles arc, he joins Hibana and Karim in investigating the orphanage, uncovering experiments on doppelgängers. There, Sister Sumire attacks him, damaging his prosthetic arm and revealing her connection to the Adolla Burst and the Seventh Pillar. Surviving, he helps expose the link between Infernals, doppelgängers, and the impending Great Cataclysm. In the final arc, Shinra Kusakabe's time manipulation reverses the second Great Cataclysm, restoring Foien to life.
His name, written as "フォイエン・リィ" in Japanese and translated as "Foien Li," is officially rendered "Huo Yan Li," homophonous with the Chinese term for "flames" (火焰, huǒ yàn).
